About this file

This document contains applicant questions and clarifications for the City of Philadelphia's Request for Proposals seeking economic analysis services to evaluate the economic and fiscal impact of Philadelphia's 2026 events on the local economy. The scope of work requires analysis of the complete slate of 2026 events occurring through July 31st, including FIFA World Cup matches at Lincoln Financial Field, the MLB All-Star Game, America 250/Semiquincentennial programming, the FIFA Fan Festival, ancillary programming, and a New Year's Eve concert. The analysis must measure events both individually and in aggregate, focusing on impacts to the City of Philadelphia and Pennsylvania. The selected consultant will work in conjunction with the City to develop the analytical framework and will be required to source relevant data independently while the City provides available event-specific data regarding attendance, staffing, expenditures, and revenues. Applicant questions were due July 22, 2026, with answers posted July 28, 2026. Applicant interviews are scheduled for the week of August 10, 2026, with applicant selection expected August 14, 2026, and contract execution August 21, 2026. The contract commences August 24, 2026, with a one-month target deadline for final report delivery by September 24, 2026.

The total contract compensation cannot exceed $75,000 as a fixed-price proposal with payment upon completion and approval of deliverables. The analysis must evaluate event-related visitation and tourism activity, estimate direct and indirect economic impacts, analyze state and local tax revenues generated by event-related economic activity, and assess the distribution of economic impacts across industries, sectors, and geographic areas. The study should analyze both net impact and overall contribution relative to baseline activity. Contractors must submit a detailed scope of work, project schedule with milestones, itemized cost proposal, personnel biographies, evidence of similar experience with large-scale event analysis and economic impact studies, and financial capacity statements. Applicants must demonstrate Local Business Entity certification or pursue Local Impact Certification, maintain active tax and licensing accounts, obtain a Philadelphia Tax and Regulatory Status and Clearance certificate, and comply with the Philadelphia 21st Century Minimum Wage and Benefits Standard. Travel costs are reimbursable only with prior City approval, while commuting costs are not reimbursable.

RFP Applicant Questions Section 3.2 of the RFP, under "Conflicts," asks applicants to note if their firm has worked with FIFA, MLB, PHLCVB, Philadelphia Soccer 2026, or Visit Philadelphia "to perform economic analysis or tourism related studies." If a prospective subcontractor on our team has a prior relationship with one or more of the listed organizations, but the services provided were unrelated to economic analysis or tourism studies (e.g., audit services), would the City view that prior relationship negatively in evaluating the applicant's proposal?

A prior relationship involving services unrelated to economic analysis or tourism studies would not necessarily be viewed negatively in the evaluation of a proposal. However, applicants should disclose the relationship and provide sufficient detail regarding the nature of the services performed so the City can appropriately assess any potential conflict of interest.

Which specific events are in scope? Should the analysis cover the full 2026 slate (FIFA World Cup matches at Lincoln Financial Field, the MLB All-Star Game, and America 250 / Semiquincentennial programming), a defined subset, or all event-related activity citywide for the year?

The study should cover the full slate of events that occurred during 2026, including the New Year's Eve concert, through July 31st, 2026.

Is the study measuring each event individually, the events in aggregate, or both?

The study should measure both the events individually and as an aggregate.

Does scope include the FIFA Fan Festival and other ancillary/related programming, or only the marquee events themselves?

Yes, the scope should include the FIFA Fan Festival and other ancillary/related programming.

What is the geographic definition of "local economy": City of Philadelphia only, or the broader metro/region; and should impacts be reported at both levels?

The study should focus on the 2026 events hosted in Philadelphia and the impact of those events on the city of Philadelphia and Pennsylvania.

The RFP notes elements will be "developed in conjunction with the City." What data will the City provide, and what is the consultant expected to source independently?

The City will work with the selected vendor to produce relevant data points. The vendor will also be required to source relevant data independently.

Are there prior economic impact studies (e.g., past All-Star Games, DNC, Pope visit) the City would like used as benchmarks?

No.

Beyond the final report, how many presentations are anticipated, to which audiences (City officials, stakeholders, public), and should those be priced as part of the base fee or as optional add-ons? Does the $75K not-to-exceed cap include all expenses and any presentation/public-facing deliverables, or are those scoped separately?

As stated in the RFP, project deliverables may include developing presentation materials and presenting findings to City officials, other stakeholders, and members of the public. The not-to-exceed cap of $75K is inclusive of all deliverables.

Does the City have a complete list of events to include in the study?

The City will work with the chosen vendor to produce a full list of the events and celebrations to include in the study.

Has the City or its partners collected any event specific data pertaining to attendance, staffing, expenditures, and revenues related to any of the major events? If so, will this data be available at the start of the contract period?

Yes, the City does have data to share with the vendor that is selected. Data will be shared both at the start of the contract period and when it becomes available.

Is the City’s interest in the net impact (net of baseline activity expected in a typical year) or overall contribution (gross impact)?

The study should analyze both the net impact and overall contribution.

Is the one-month deadline a hard delivery date?

As stated in the RFP, the target date for the final report is one month after the commencement of work (9/24/2026).
