About this file
This is a Justification and Approval (J&A) document for a sole-source Indefinite Delivery, Indefinite Quantity (IDIQ) contract award.
USTRANSCOM's Directorate of Acquisition is awarding a sole-source IDIQ bridge contract (HTC71126RE134) to UNCOMN, LLC for Enterprise Architecture, Data, and Engineering (EADE) technical support services. The contract will serve USTRANSCOM, Air Force Life Cycle Management Center (AFLCMC), and U.S. Army Transportation Command (ARTRANS), supporting the Joint Deployment and Distribution Enterprise (JDDE). Services include professional services, enterprise-wide support, technical guidance related to Command and Control (C2), planning, transportation, logistics, business support systems, prototyping, information support plan development, software development, and system administration. The IDIQ will contain Firm Fixed Price (FFP), Labor Hour (LH), and Time & Material (T&M) contract line items (CLINs) with funding applied at task order level. The bridge contract has a one-year ordering period from 1 April 2026 through 31 March 2027, with task orders containing a six-month base period (1 April 2026 through 30 September 2026) and one six-month option period (1 October 2026 through 31 March 2027). An estimated 10 task orders will be issued with a specified contract ceiling amount.
The justification for sole-source award is based on unusual and compelling urgency under 10 U.S.C. 3204(a)(2). The predecessor IDIQ (HTC71120DD002) expires 31 March 2026, creating a service gap. A competitive follow-on contract (HTC71126DE116) was awarded to UNCOMN, LLC on 8 December 2025 but is currently under Small Business Administration protest. The Government determined that conducting a new competitive procurement before 1 April 2026 is impossible due to lead times of 12-18 months and potential post-award protests. The bridge contract will maintain critical EADE services until the protest resolves. UNCOMN, LLC has provided services since 2020 with established institutional knowledge and infrastructure. The Government will ensure fair and reasonable pricing through detailed price analysis comparing historical pricing from the predecessor contract and pricing from the protested action. Market research was not conducted due to urgency, though prior fiscal year 2024 market research supported the bridge decision.

JUSTIFICATION AND APPROVAL (J&A)
FOR OTHER THAN FULL AND OPEN COMPETITION
ENTERPRISE ARCHITECTURE, DATA, AND ENGINEERING (EADE) BRIDGE
CONTROL NUMBER 26-22
1. CONTRACTING ACTIVITY:
United States Transportation Command, Directorate of Acquisition, IT Programs & Support Services Division (USTRANSCOM/TCAQ-D), 508 Scott Drive, Scott AFB, IL 62225.
2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED:
The proposed action is award of a sole-source Indefinite Delivery, Indefinite Quantity (IDIQ) contract to UNCOMN, LLC to provide mission-essential enterprise architecture, enterprise data, and enterprise engineering (EADE) technical support services to USTRANSCOM, Air Force Life Cycle Management Center (AFLCMC), and the U.S. Army Transportation Command (ARTRANS). The IDIQ will include Firm Fixed Price (FFP), Labor Hour (LH), and Time & Material (T&M) contract line items (CLINs).
Funding will be applied at the task order level.
These services were competed in CY2025, and a contract (HTC71126DE116) was awarded; however, a small business size protest is currently pending with the Small Business Administration (SBA). This action will support critical EADE services until the protest is resolved and the Government is able to acquire support under the follow-on contract.
3. DESCRIPTION OF SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS:
The EADE contract will provide professional services, enterprise-wide support, and technical guidance related to mission needs and issues concerning the above commands and the Joint Deployment and Distribution Enterprise (JDDE). These services include operational and system perspectives of Command and Control (C2), planning, transportation, logistics, and business support system domains.
Additionally, this requirement will continue support for prototyping, information support plan development, software development, and system administration allowing enterprise architecture data to reside in integrated architecture tool suites. These services allow USTRANSCOM and its component commands to share information and data across the enterprise, maintaining a true enterprise view.
Since 2020, the EADE contract has been supported by the incumbent contractor, UNCOMN, LLC under HTC71120DD002. This was a competitive, small-business set-aside, single award IDIQ. 11 task orders were issued against this IDIQ. The awarded period of performance under all task orders ended on 30 September 2025. After utilizing the full six months of FAR 52.217-8, Option to Extend Services, for each task order, the periods of performance (PoPs) are now set to expire on 31 March 2026.

6. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED
FROM AS MANY POTENTIAL SOURCES AS POSSIBLE.
The market research report determined the level of collaboration required to continue services performed under the current EADE contract could pose a challenge to non-incumbents. To address this, a transition period was required for the follow-on acquisition. In accordance with FAR Part 5, the Government has determined a notice for the bridge requirement will not be publicized, as this action falls under the exception outlined in FAR 5.101(b)(2). The unusual and compelling urgency of the requirement does not allow the Government to comply with the publicizing timelines outlined in FAR Part 5. Publicizing this action would delay the award of the bridge contract, resulting in unacceptable interruptions to mission-critical services.
7. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED
COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE.
The Government will ensure the final price is fair and reasonable by conducting a detailed price analysis using one or more techniques outlined in FAR 15.404-1(b)(2). The Government has historical pricing from the predecessor contract (HTC71120DD002) and will also compare the proposed pricing to the pricing evaluated for HTC71126DE116, the protested action, which was determined fair and reasonable on 19 September 2025.
8. THE REASON MARKET RESEARCH WAS NOT CONDUCTED.
Due to the unusual and compelling urgency, market research was not conducted. As detailed above, the agency reviewed and adopted the market research report from Fiscal Year 2024 for EADE solicitation HTC71125RD002, which provided the basis for the Government’s decision to award a bridge contract to UNCOMN LLC. The circumstances surrounding this requirement necessitate immediate action to ensure continuity of critical services and prevent unacceptable delays that would jeopardize mission success. The urgency of this acquisition leaves no time to conduct meaningful stand-alone market research without compromising the Government’s ability to have mission support. This action will support critical EADE services until the protest is resolved and the Government is able to acquire support under the follow-on contract.
9. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN
COMPETITION.
Transition to a new contractor at this critical juncture would introduce substantial risks to operational continuity, jeopardizing the coverage required to continued support. In addition, the time required to conduct a new competitive procurement, resolve potential post-award protests, and transition would drastically exceed the available timeframe, making it impossible to award a competitive interim contract before 1 April 2026.
10. LISTING OF THE SOURCES, IF ANY, THAT EXPRESSED AN INTEREST IN THE
ACQUISITION.
Offers from other sources were not solicited for this bridge extension; however, the follow-on competition remains active. The follow-on acquisition has been impacted by a protest
11. ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY
BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION FOR
