About this file

This is a Limited Sources Justification document for a sole-source bridge contract modification to extend support for the Integrated Booking System (IBS).

The United States Transportation Command (USTRANSCOM) Directorate of Acquisition seeks a six-month contract extension with incumbent contractor Science Applications International Corporation (SAIC) under contract modification HTC711-20-F-D061. The extension covers the period from April 1 through September 30, 2026, and bridges the gap while requirements for a follow-on competitive contract are finalized. The IBS is a mission-critical system that supports global booking operations for the Army Transportation Command (ARTRANS). USTRANSCOM justifies the sole-source award under FAR 8.405-6(a)(1)(i)(A), citing an urgent and compelling need where following competitive procedures would result in unacceptable delays. The primary rationale is that transitioning to a new contractor at this advanced program stage would pose significant risks due to the steep learning curve, complex codebase, and operational dependencies unique to SAIC's involvement. Additionally, comprehensive updates to the Performance Work Statement and contract structure became necessary during the follow-on source selection process to reflect current needs and ensure contractor accountability. The estimated value of the six-month bridge contract is redacted in the document. USTRANSCOM anticipates awarding the follow-on competitive contract on or before April 1, 2026, ensuring continuity of operations without work stoppage. The Government will conduct price analysis using FAR 15.404-1(b)(2) techniques and may negotiate to ensure fair and reasonable pricing. Contracting Officer Matthew J. Hellmann certified the justification, and the Competition Advocate approved the determination.

1. CONTRACTING ACTIVITY.

2. NATURE AND/OR DESCRIPTION OF ACTION BEING APPROVED.

To ensure uninterrupted support for the Integrated Booking System (IBS), which is vital to the Army Transportation Command (ARTRANS) continued operations, the United States Transportation Command (USTRANSCOM) requires a six-month extension. A modification to contract HTC711-20-F-D061, extending the Period of Performance (PoP) from 1 April through 30 September 2026, bridges the gap created by necessary revisions to the follow-on contract requirements, paving the way for a successful award.

3. DESCRIPTION OF SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS.

(INCLUDING ESTIMATED VALUE).

The current contract is nearing the completion of a , a critical milestone for the IBS program. The IBS program is a highly complex and mission-critical system that supports global booking operations, requiring

This effort all of which are essential to the global booking process. Science Applications International Corporation (SAIC), the incumbent vendor, has been deeply involved in the development and execution of this effort, giving them unique expertise in the program’s architecture, workflows, and operational dependencies. Introducing a new contractor at this advanced stage would pose significant risks due to the steep learning curve, transition period, and complexity of the existing codebase and infrastructure. This would lead to further schedule delays, increased costs, and a high probability of rework, and risk operational disruptions for the global booking process. While other contractors may be capable of performing the work given adequate time, transition to a new vendor at this stage would be cost and time prohibitive and would jeopardize the program’s stability.

In addition to the challenges posed by transitioning to a new contractor, delays in the acquisition process for the follow-on contract have further complicated the situation. the Performance Work Statement (PWS) and contract structure were needed to accurately reflect the current CN needs and ensure effective contractor accountability. These updates were critical to ensuring the acquisition process results in a contract that meets the Government’s needs.

The sole-source bridge contract will ensure continuity of operations while the updated acquisition process for the follow-on contract is completed.

This approach minimizes risk, avoids unnecessary delays, and ensures the Government’s objectives are met effectively. The bridge contract is necessary to maintain progress on the CN effort and to ensure uninterrupted support for the IBS program during this transitional period.

The estimated value for the 6-month PoP is

4. IDENTIFICATION OF THE STATUTORY AUTHORITY AND SUPPORTING

RATIONALE.

FAR 8.405-6(a)(1)(i)(A) - An urgent and compelling need exists, and following the procedures would result in unacceptable delay. At the present time, any approach to fulfilling this requirement other than continuing performance would result in unacceptable delays.

The need for a sole-source bridge contract with SAIC arises from unforeseen complications and delays associated with the completion of a under the current contract. While acquisition planning for the follow-on contract began well in advance, evolving requirements and unforeseen challenges necessitated substantial updates to the PWS and contract structure. These updates were critical to ensuring the acquisition process results in a contract that fully meets the Government’s needs.

This sole-source bridge contract is not the result of poor planning by the agency but rather the result of unforeseen complications and delays in and evolving requirements during the acquisition process.

5. DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND

REASONABLE.

The estimated cost of the bridge contract is and the Government will actively ensure the final price is fair and reasonable by conducting a detailed price analysis using one or more techniques outlined in FAR 15.404-1(b)(2). If needed, the Government may also request other than certified cost and pricing data as part of the tcmuelln Cross-Out

price analysis. Finally, based on the price analysis, the Government may conduct negotiations to ensure a fair and reasonable price.

6. DESCRIPTION OF MARKET SURVEY CONDUCTED OR STATEMENT OF THE

REASONS A MARKET SURVEY WAS NOT CODUCTED.

A thorough market survey was conducted for the active competitive source selection process currently underway for the follow-on contract which provides comprehensive information about market and vendor capabilities. The findings of the market research support the Government’s position, as noted above, a bridge is necessary at this juncture as there is no vendor identified that could avoid the risks necessitating this action as described above.

7. ANY OTHER FACTS SUPPORTING THE JUSTIFICATION.

None.

8. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO

REMOVE OR OVERCOME ANY BARRIERS THAT LED TO THE RESTRICTED

CONSIDERATION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE

SUPPLIES OR SERVICES IS MADE.

The follow-on competition is currently active. The Government anticipates awarding the follow-on contract on or before 1 April 2026, ensuring continuity and preventing any work stoppage on the mission-critical IBS system.

9. CONTRACTING OFFICER’S CERTIFICATION.

I certify that the justification is accurate and complete to the best of my knowledge and belief.

11. WRITTEN DETERMINATION OF THE APPROVING OFFICIAL IDENTIFYING

THE CIRCUMSTANCE THAT APPLIES TO THE ACTION.

Based on the above-cited justification, I hereby determine the circumstance in FAR 8.405-6(a)(1)(i)(A) applies to this justification for other than full and open competition.
