About this file

This is a Notice of Intent to Award issued by the Department of Technology, Management & Budget's Printing Services for the State of Michigan regarding RFQ #26*0375 for the 2026 DNR Field Guide Notebook. The project involves printing 3,000, 5,000, 7,000, or 10,000 units of the field guide notebook. The RFQ was evaluated and completed by Printing Services, with Brad Schumann serving as the print consultant (517-636-6143, SchumannB@michigan.gov). The recommended vendor for award is Evergreen Graphics. Vendors interested in protesting the award decision must submit their protest electronically through Vendor Self Service by the posted deadline, with protests received after the deadline considered late.

Two vendors submitted quotes for the project: Evergreen Graphics and Lawson. Evergreen Graphics provided the lowest pricing across all quantity tiers, ranging from $1,868.42 for 3,000 units to $4,328.01 for 10,000 units, with an 8-day turnaround time. Lawson's pricing ranged from $2,430.00 for 3,000 units to $4,451.00 for 10,000 units, with a 15-day turnaround. Evergreen Graphics scored 25 points across all evaluation criteria categories (Price Hold, Printed in Michigan, and Experience), while Lawson scored 20 points on turnaround time and 25 points on other criteria. The award recommendation to Evergreen Graphics is based on best value, which combines evaluation criteria factors with pricing. Printing Services reserves the right to perform the work in-house or award based on factors including turnaround time in addition to price consideration. Andrew Hale (517-636-0092) handles inquiries regarding the outsource process.
