About this file
This is a Request for Qualifications (RFQ) issued by the City of Round Rock Public Works Department in Texas for professional engineering services to support water, wastewater, and reuse water capital improvement projects. The RFQ seeks qualified firms to provide design, permitting, bidding, and construction administration services for multiple Capital Improvement Projects (CIP). The solicitation establishes a framework for ongoing engineering support rather than a single project, with services anticipated to span design phases through construction completion. Specific response and due dates, site visit requirements, and any scheduled bidders' conferences should be detailed within the RFQ document to guide potential respondents on submission procedures and timeline expectations.
The RFQ establishes terms for professional services contracts that will be awarded to qualified engineering firms capable of managing complex water infrastructure projects. Pricing will be determined through the qualifications-based selection process, with contract terms and renewal options to be negotiated with selected firms. The City of Round Rock will fund these engineering services through water and wastewater utility revenues or capital improvement budgets. The solicitation does not appear to include specific set-asides for disadvantaged business enterprises, though firms meeting the City's qualifications requirements are encouraged to submit. This engagement represents the City's commitment to enhancing its water infrastructure systems through professional engineering expertise and planned capital improvements.

CITY OF ROUND ROCK
PUBLIC WORKS
REQUEST FOR QUALIFICATIONS:
General Water, Wastewater and Reuse Water
Capital Improvement Projects
SUBMITTAL DUE:
September 9, 2026 at 4:00pm
1. OBJECTIVE OF REQUEST FOR QUALIFICATIONS
The City of Round Rock Public Works Department requests a Statement of Qualifications (SOQ) to provide Professional Engineering Services required for the design, permitting, bidding, and construction of water, wastewater, and reuse water Capital Improvement Projects.
The intent of this Request for Qualifications (RFQ) is to provide a general understanding of a firm’s technical expertise in the areas of water, wastewater, and reuse water. At the beginning of each project, the City of Round Rock will use the Statement of Qualifications to individually select the most technically qualified and appropriate engineering firm for that specific project.
The submission of a SOQ is voluntary and electing not to does not prevent a firm from being eligible to be selected for a future City of Round Rock project. Each section applies to the firm only, and no information on subconsultants is needed.
2. ABOUT CITY OF ROUND ROCK
The City of Round Rock is one of the fastest-growing cities in Texas. As its population increases, the demand for its water, wastewater, and reuse water infrastructure grows. The City currently serves approximately 160,000 people. To maintain the City’s high level of Utility service, the City is committed to maintaining its existing infrastructure while continuing to grow and expand its current water, wastewater and reuse water systems.
3. PROPOSAL REQUIREMENTS
The SOQ format and maximum page limit is shown below. The format has been set up to ensure the City can easily understand and review the responses. Each section listed below is optional; a firm should only submit sections as desired. A cover letter should not be included with the submittal.
• Section 1 - Firm Introduction and Services
• Section 2 - Key Team Members
• Section 3 - Representative Projects – New Pipelines
• Section 4 - Representative Projects – Pipeline Rehabilitation and Replacement
• Section 5 - Representative Projects – Facilities
• Section 6 - Representative Projects – Other
• Appendix - Key Team Member Resumes
A maximum page limit of 14 pages, not including Key Team Member Resumes, should be observed. A description of what information is desired in each section is as follows:

• Overall company description.
• Offices located within central Texas.
• Number of municipal engineering staff within those local offices.
• Firm’s general workload in percent (%) of development work versus municipal work.
• A list of major services offered by the firm.
Key Team Members (Section 2)
The key members include the local office members who would potentially work on City of Round Rock projects. The team member’s role, experience and the number of years with the firm should be provided. Key Team Members resumes should be included in an appendix.
Representative Projects (Section 3-6)
This section includes projects completed by the key firm members, emphasizing projects completed in the Central Texas area. Projects should have been sealed within the last ten years with prominence given to more recent projects. For each project, the City would like the following listed:
• Project name, location and client
• Project description
• List of firm’s specific role and assigned staff members
• Total construction cost and completion date
Representative Projects – New Pipelines (Section 3)
The water distribution and wastewater collection section should focus on new distribution or collection pipeline infrastructure projects. Examples of projects include small and large-diameter utility extensions, and capacity upsizing of existing utilities.
Representative Projects – Pipeline Rehabilitation and Replacement (Section 4)
The rehabilitation and replacement section should focus on projects related to evaluating, repairing or replacing existing infrastructure. Examples of projects include neighborhood waterline or wastewater line replacement, trenchless pipe replacement, water transmission and wastewater interceptor rehabilitation, pipeline relocations, and PRV or valve replacement.
Representative Projects – Facilities (Section 5)
The facilities section should focus on any water, wastewater, or reuse facility project. Examples of projects include treatment facilities, pump stations, lift stations, generators, and electrical or I&C upgrades. Projects may include new facilities, additions to facilities, and facility rehabilitation.
Representative Projects – Other (Section 6)
This optional section allows firms to highlight specialized water, wastewater, or reuse water capabilities not fully captured within the preceding categories.
4. PROPOSAL EVALUATION CRITERIA
This RFQ is not a rotation list but will be used in the future to select firms for projects over the next several years. Firms will not be selected or ranked at this time. Instead, each time a small to medium-sized Capital Improvement Projects is initiated, the submitted SOQ will be used to select the engineering firm.
At that time, proposals will be evaluated based on:
• Firm’s Organizational Structure
• Experience of Key Personnel
• Firms Comparable Project Experience
• Firms Experience in Surrounding Area
• City of Round Rock’s Experience with the Firm
