About this file
This is a Request for Proposals (RFP) for Temporary Employment Services issued by the City of Aztec, New Mexico, seeking a qualified firm to provide temporary technical, non-technical, and skilled employment personnel on an as-needed basis. The RFP (No. 2026-883) covers temporary staffing across multiple categories including non-technical (office/clerical, administrative support, light industrial), skilled (craft workers, laborers, mechanics), and technical (computer personnel, engineers, drafters, surveyors) positions. The contract will be for an initial term with automatic renewal provisions for four additional consecutive one-year periods, subject to annual City Commission appropriations. Proposals are due on October 20, 2025, with an anticipated contract award upon City Commission approval.
The pricing model is based on percentage markup for temporary personnel, with contractors required to complete a detailed Fee Calculation and Cost Form specifying markup percentages for different job classifications. Additional services like drug testing and certified payroll will be priced separately. The City reserves the right to use multiple staffing sources and will evaluate proposals based on factors including organizational experience (30 points), organizational references (20 points), demonstrated competence (30 points), and cost (20 points). New Mexico preference points may also be applied, with resident business and veteran-owned business preferences available. The contract aims to provide the City flexibility in temporary staffing while maintaining clear performance standards and cost controls.
