About this file

This is a Solicitation Bond form issued by the State of Minnesota Department of Administration for use with the 2026-763 Big Stone Wildlife Management Area Tract 10 Wetland Restoration project. The bond accompanies construction and maintenance bid responses and is required to be submitted with all bids. The project involves labor, equipment, materials, tools, transportation, and incidentals necessary to restore several wetland basins by removing accumulated sediment and depositing spoil in designated locations, investigating and breaking drain tile, and placing rock riprap. Interested contractors must conduct a site visit by contacting Adam Kleinschmidt, Project Supervisor, at 320-491-5030 or adam.kleinschmidt@state.mn.us. All responses must be submitted electronically through the Swift Portal, with no email or faxed submissions accepted. Contractors requiring assistance with registration or response completion may contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. The award will be made to the lowest responsible vendor meeting specifications and all terms and conditions, with the State reserving the right to award items separately, by grouping, or by total as deemed most advantageous.

The solicitation bond must be executed in an amount equal to 5 percent of the bid amount and serves as liquidated damages should the principal fail to enter into the contract and provide the required performance bond within the specified timeframe after award notification. The bond requires notarization with proper acknowledgment documentation dependent on the bidder's business structure (individual, partnership, limited liability company, or corporation). For corporate sureties, a power of attorney and separate acknowledgment of corporate surety must be attached, with all documents dated the same date or with notary dates on or after the signing date. The unit price bid must include all costs encompassing labor, materials, tools, transportation, equipment, sales tax, use tax, and all other expenses necessary for project completion. A Price Schedule in Excel format is provided as an attachment to the solicitation that bidders must download and complete. The State reserves the right to reject nonresponsive bids, and Direct Pay Permit 1114 does not apply to this project.
