About this file

This is an Animal Welfare Certification document required by the Minnesota Department of Natural Resources for Solicitation #2026-727, which involves contracted goat grazing services at Sakatah Lake State Park. The project seeks bids for labor, equipment, materials, tools, transportation, and incidentals necessary to conduct prescribed rotational goat grazing in Le Sueur County. The primary objective is to browse available woody brush in a historically oak-dominated dry-mesic hardwood forest, with the intent to restore forest composition as portions of the site have converted to mesic, ash-dominated woodlands. Prospective contractors may arrange site visits by contacting Project Supervisor Neil Slifka at (507) 414-6196 or neil.slifka@state.mn.us. All responses must be submitted electronically through the Swift Portal, with the Contractor Assistance Help Desk available at 651-201-8100, Option 1, for registration support. The State reserves the right to award items separately, by grouping, or in total, and award will be made to the lowest responsible vendor meeting specifications and all terms and conditions.

The certification requires that no owner, operator, officer, manager, or employee of the bidding company has been convicted of or is currently charged with any animal cruelty, neglect, abuse, or related animal welfare violations under Minnesota Statutes Chapters 343 and 346 or comparable laws in any jurisdiction. Bidders must agree to provide written notice within five business days if charged with such offenses during the contract term. Unit prices must include all costs encompassing labor, materials, tools, transportation, equipment, sales tax, use tax, and all other expenses necessary for project completion. Failure to comply with solicitation requirements will result in bid rejection, and the certification statement is material to the State's decision to enter into an agreement, with false statements constituting grounds for immediate contract termination.
