About this file
This is Addendum 1 to Request for Qualifications 2026-14PC issued by the Portage County Highway Department in Wisconsin for professional engineering consultant services. The addendum clarifies and revises evaluation criteria and submission requirements for survey, design, real estate acquisition, engineering traffic studies, and construction management services for highway and bridge projects spanning 2026 through 2028. The RFQ allows proposers to respond to one or multiple service areas. The addendum addresses questions regarding the organization capabilities and key staff qualifications evaluation section (300 points), including guidance on submittal of reference checks through Attachment B and clarification that proposers should describe what deliverables key staff will be responsible for in the different project areas being proposed on. The addendum also clarifies the distinction between the mandatory requirements pre-screening threshold (completion of 3 similar projects within the past 5 years) and the scoring criteria for relevant project experience (3 similar projects completed within the past 3 years), establishing that the former defines minimum eligibility while the latter assesses relative competitiveness among qualified submittals. Additionally, the addendum confirms that the minimum number of required references is three, as stated in Section 5.4, and that Attachment B can be expanded if necessary to accommodate additional reference checks labeled by relevant RFP service areas.
The addendum does not address pricing, cost proposals, set-asides, incumbent information, or funding sources. According to the related RFQ documentation, no cost proposal is required during the initial submission phase; costs will be negotiated separately for each specific project upon award. Proposals are due by 2:00 p.m. on April 7, 2026, with award notification anticipated for early May 2026. The County reserves the right to award either individual project contracts or a master contract for a one-to-three-year period and to reject any and all proposals submitted.

RFP #2026-14PC
Portage County Professional Engineer Services – Survey, Design, Real Estate, Engineering Traffic Studies, And Construction Management for Highway and
Bridges
ADDENDUM #1
Date: 03/27/26
The following changes are hereby added to and made part of RFQ #2026-14PC
Clarifications and Revisions:
5.1 Organization Capabilities and Key Staff Qualifications (300 points)
For all proposals, describe the organization/company's experience and capabilities providing similar services to those required. List the key staff proposed for these projects, their educational and work experience, their proposed role, and what deliverables that the key staff was is responsible for in each project area identified.
Questions & Answers
1. Attachment B is mentioned in each area, do you want a separate attachment B for each area?
A. Please use Attachment B, if needed you can add addition reference checks. Then label the various Reference Checks that represent those areas in the RFP, they provide references too.
2. There may be a discrepancy between the 4.1.2 "Mandatory Requirements" pass/fail pre-screening (p.10) and
5.2 "Relevant Project Experience" (p.11). On 4.1.2, it says the proser is qualified if they have completed 3 similar projects within the past 5 years then 5.2 asks to provide 3 similar projects within the past 3 years. Was
5.2 supposed to match 4.1.2 and both be projects within the past 5 years?
A. Section 4.1.2 defines the minimum requirements to provide a submittal. This is to see what the firm has historically been able to do within the past 5 years.
B. Section 5.2 is establishing value on relevance to similar projects being designed/completed in a smaller timeframe. This is to help establish markers between comparable submittals.
3. On Section 5.4 it describes to list at least 3 references and to do so on Attachment B. The references form
(attachment B) however, has four slots for references, so I wanted to ensure the minimum number of references to provide is only 3 and not 4?
A. Three is the minimum as stated in 5.4. See also response to Question 1
4. On p. 11, section 5.1 "what deliverables that the key staff was responsible in each project identified," is this asking to describe the deliverables that key staff were responsible for in previous similar projects we are listing for experience or is this asking to describe the deliverables key staff will be responsible for in this project we are submitting to?
A. See Clarification section. In 5.1 we want to know what the organization is going to do for each
Project Area proposed on and what individuals will be working on and responsible for in the different Project Areas proposed on.
