About this file

This is Addendum No. 1 to Request for Proposals #2026-13 issued by the Town of Wethersfield, Connecticut, Purchasing Office, for Cove Warehouse Historic Restoration Services. The addendum clarifies that the RFP solicits construction and restoration services—not architectural services—for the circa 1680 Cove Warehouse located on Hanmer Road within Cove Park. The scope of work encompasses roof restoration with cedar shake installation, wall board cladding replacement, window restoration and reglazing, stone masonry repointing, door and hatch restoration or replication, and miscellaneous framing repairs. A mandatory site walk-through was conducted on April 22, 2026, from 11:00 a.m. to 1:00 p.m., with written questions due by April 28, 2026, at 1:00 p.m. Proposals were due on May 8, 2026, at 12:00 p.m. to the Town of Wethersfield Finance Department, requiring three paper copies and one digital PDF copy. The Town anticipated proposer selection by the end of May 2026, with work completion scheduled for November 15, 2026.

The project is subject to prevailing wage requirements under Connecticut law and is funded through general fund dollars. No Minority or Women-Owned Business Enterprise (M/WBE) requirements apply. The contract will be awarded to the lowest responsible and qualified bidder based on previous experience, qualifications, proposal quality, references, and demonstrated ability to complete work within budget and timeline. Bidders must demonstrate specific work experience in similar historic restoration projects, with preference given to firms experienced with the Secretary of the Interior Standards for Historic Preservation. Required insurance includes Workers' Compensation coverage, General Liability of $1,000,000, Auto Liability of $1,000,000, and a $4,000,000 umbrella policy. A 100% Labor and Materials Payment Bond and 100% Performance Bond are required, along with a 24-month warranty period for corrective work.
