About this file

This is Addendum 1 to RFB #2026-11PC for specialty pavement marking and painting services issued by the County of Portage, Wisconsin, dated March 13, 2026. The addendum addresses clarifications regarding the placement of Type 2 arrows on the HH median between Nebel Street and Bremmer Street, as referenced in Attachment H of the bid documents. The addendum confirms no revisions are noted at this time beyond the question and answer response. The original solicitation encompasses painting of stop bars (18-inch), crosswalks in traverse line (6-inch) and ladder pattern (24-inch) configurations, railroad crossings, and Type 2 arrows for turn lanes at multiple locations throughout Portage County, with estimated quantities of 664 linear feet of stop bars, 1,080 linear feet of 6-inch traverse line crosswalks, 438 linear feet of 24-inch ladder pattern crosswalks, 5 railroad crossings, and 70 Type 2 arrows. Written questions were required by 2:00 PM on March 12, 2026, with bids due by 2:00 PM on March 24, 2026, at the Portage County Purchasing Department, 1462 Strongs Ave, Stevens Point, WI 54481.

All markings must comply with Wisconsin DOT Section 646 specifications using only state-approved paint or epoxy products. Bidders may submit proposals for waterborne paint items, epoxy paint items, or both. Qualified bidders must be original manufacturers or authorized distributors with three references demonstrating pavement painting experience within the past three years and must maintain a minimum Certificate of Insurance with one million dollars in liability coverage. All mobilization, traffic control, surface preparation, and cleaning costs must be included in unit prices. Award shall be made to the lowest total cost responsive and responsible bidder, with timeliness of delivery as a secondary evaluation factor. Prices must remain firm for 45 calendar days after bid opening and for the entire contract period thereafter. The contract term extends from the date of award through completion of all markings, with no specific budget range or award value disclosed. The county reserves the right to increase or decrease quantities based on actual needs and may terminate the contract at any time with 30 days' written notice or immediately without notice if performance threatens health and safety or insurance requirements are not maintained.
