SCOPE OF WORK

PURPOSE

The ECLB has issued this RFP/QQ in partnership with the Town for planning services to facilitate the redevelopment of the former Kaman property parcels (the Site), which total approximately 30.27 acres with the primary parcel located at 100 South Main Street. The work included under this RFQ/RFP will be funded through a CT Department of Economic and Community Development (DECD) Municipal Brownfield

Assessment Grant awarded to the ECLB. Available documentation which may assist the consultant with their

RFQ/RFP response have been posted on the Towns website.

TASKS

To facilitate the search for such a developer, the consultant retained through this RFP/Q will provide the following services:

Task 1 - Real Estate Market Analysis:

• Perform a market analysis for the Site, considering the viability of each of several broad use categories: residential (single-family/missing-middle1/multi-family); industrial/commercial;

neighborhood-scale commercial (e.g. retail/hospitality/services); mixed-use residential/commercial; open space.

• For the residential component, identify the ideal types given achievable rents or sales price for the area.

• Consider key demographic and population metrics and assess current market conditions in the area, to estimate supply/demand and potential gap for the aforementioned uses.

• Review planned/scheduled/ongoing public capital improvement projects that may enhance or constrain opportunities on the site.

• Inventory existing, recently completed, under construction, and pending (permitted) private developments within a reasonable distance from the site.

• Evaluate the capacity of the site to meet that demand, as well as advantages and challenges of the site as it relates to each asset type and use.

• Validate analytical findings via interviews with developers, brokers, and/or other stakeholders and experts.

• Delivery of the market analysis should include a cost benefit analysis (i.e. what is the comparative projected fiscal impact for the town for each of the broad category uses).

Regulatory Analysis

• Based on the market analysis, confer with the Town to narrow the preferred broad uses for the site. Identify any obstacles within existing Zoning Regulations and/or Ordinances which may require amendment to achieve the proposed outcomes.

Conceptual Site Plan

• Develop at least two (2) preliminary development programs and corresponding Site plans with recommendations for the parcels.

• Consider different orientations and proportions of the land dedicated to housing, public space, mixed use, retail, and any other potential uses.

1 As defined by PA 25-1 and the Town of Plainfield Zoning Regulations.

• Consider different traffic circulation and parking strategies for the site.

• In addition to the suggested changes flowing from the regulatory analysis, identify necessary steps to prepare land for the proposed developments, including items such as additional acquisitions, change in parcel lines or infrastructure investment.

Task 2 – Building Structural Analysis and Renovation Feasibility Study

1. Task 2 objective is to conduct a visual Building Structural Analysis and Renovation Feasibility Study of the building(s) on the property.

2. Task 2 includes, but is not necessarily limited to the following:

a. Review and evaluate available information on identified building structure on the property, including the review of available building blueprints and other relevant materials identified during the course of the Consultants work scope. Blueprints will not be provided to the contracted consultant team.

b. Evaluate existing conditions of the building for repurpose and redevelopment.

c. Evaluate accessibility of the building for compliance-related issues.

d. Provide recommendations on structural viability of building for the purposes of redevelopment.

e. Provide a recommendation on eligibility for designation as a historic property.

3. Deliverable: Provide conceptual recommendations for the viability of identified buildings for repurposing, redevelopment, demolition, or other possible outcomes.

The Consultant or Consulting Firm shall plan to attend two public in-person meetings, one at the beginning of your assessment process for scoping purposes, and one to present the project findings.
