About this file
This is a bid project manual and procurement solicitation issued by Harmony Public Schools (HPS) for the construction of a new 54,659 square foot elementary school facility at the Harmony School of Innovation campus in El Paso, Texas (Dyer Phase 2). The scope of work encompasses ground-up construction including a parking lot, kitchen, landscaping, subdivision improvements, and street dedication with street illumination. Construction services include concrete, drywall, glazing, finishes, roofing, electrical, mechanical, plumbing, low-voltage systems, and related work as detailed in comprehensive technical specifications across 31 divisions of work. A pre-bid meeting is scheduled for 3:00 p.m. CST on September 8, 2026, via Microsoft Teams (attendance encouraged but not mandatory), with a proposal submission deadline of 3:00 p.m. CST on September 29, 2026, through HPS's e-bid system at www.harmonytx.org/bid. Questions must be submitted by 2:00 p.m. CST on September 16, 2026. HPS intends to execute a contract by October 26, 2026, with substantial completion required no later than March 1, 2028, with liquidated damages of $2,000 per calendar day for delays beyond that date.
The estimated project budget is $17 million, with proposers required to submit a base bid and four alternate bids (Tubular Daylighting Devices, 80 Mil TPO Roofing, 60 Mil TPO Roofing, and Electrical Switchgear Expediting). Responsible proposers must demonstrate experience as prime contractors on similar school construction projects, adequate financial resources, a satisfactory safety record, ability to obtain payment and performance bonds, compliance with prevailing wage requirements, and registration in good standing with the State of Texas. All permit costs, inspection fees, and bonding costs must be included in the contractor's bid. Proposers must submit evidence of OSHA inspection logs for the prior three years, insurance loss analysis and history, and bonding eligibility letters. The project is subject to federal requirements including Davis-Bacon Act compliance, prevailing wage standards, and various federal certifications (Clean Air Act, Clean Water Act, Buy America provisions). HPS reserves the right to reject any or all proposals, waive formalities, and withdraw the solicitation at any time. Contract execution and all obligations are contingent upon approval by HPS's Board of Directors.
