About this file
This Request for Proposal (RFP #2026-02) issued by the Town of Ashland, Virginia, seeks a qualified consultant to conduct a comprehensive hotel feasibility study focusing on mid-scale to upscale and boutique hotel development opportunities within the town limits. The study comprises three primary tasks: a demand analysis for sports and institutional tourism, a peer locality audit of successful Economic Development Authority programs in comparable Virginia communities, and site assessments of six candidate hotel development locations. The RFP was issued on June 15, 2026, with proposals due by July 15, 2026, at 9:00 am via electronic submission through Virginia's eVA eProcurement Marketplace or paper submission to the Town's purchasing office. A pre-submittal virtual meeting is scheduled for July 1, 2026, from 11:00 am to 12:00 pm EST, with questions due by July 3, 2026. The anticipated notice of award is August 2026, with contract commencement in September 2026. The contract term extends from the signing date through May 1, 2027, with potential extensions if services remain incomplete at the initial contract expiration. The Town reserves the right to terminate the contract with thirty days' written notice.
Proposals are limited to fifty pages, excluding required forms and certifications, and will be evaluated on four equally weighted criteria: understanding of project vision and approach (25%), experience with comparable projects (25%), qualifications of the project team (25%), and knowledge of local and regional conditions (25%). The Town will conduct a competitive negotiation process under the Virginia Public Procurement Act (VPPA) Section 2.2-4302.2, with individual discussions conducted with two or more qualified offerors before award determination. All finished and unfinished documents, data, studies, drawings, and reports prepared under the contract become the property of the Town. The Contractor must maintain comprehensive insurance coverage, including Commercial General Liability ($1,000,000 combined single limit per occurrence), Business Automobile Liability ($1,000,000 combined single limit), Umbrella Excess Liability ($1,000,000), and Worker's Compensation & Employer's Liability ($500,000 per accident), with the Town named as additional insured. All vendors must register in eVA, and bidders must provide State Corporation Commission identification numbers or certification of exemption from business authorization requirements. No pricing information or specific funding amounts are detailed in this RFP document.

III. PROJECT BACKGROUND
Having already secured the necessary regional demand data through previous studies, our proposed refined engagement focuses on the specific "micro-market" drivers unique to Ashland;
our institutional and sports tourism potential, and a benchmarking study of successful Economic Development Authority (EDA) programs in peer Virginia localities. This approach ensures the final deliverable provides the Town with a competitive toolkit for developer recruitment and a clear roadmap for site selection.
By streamlining the initial research phases and focusing on tactical outcomes, the Town will secure a more relevant, specialized report at a reduced cost. This approach ensures that Ashland is not merely observing market trends but actively shaping its economic future to capture a larger share of the regional hospitality market.
There is a pronounced market gap of midscale to upscale hotel inventory (as defined on the Smith Travel Research scale) as well as boutique hospitality within the northern Richmond metropolitan submarket, of which Ashland is the center. The ability to site hotels which offer amenities such as spa, cultural, or a historical experience presents an investment opportunity, given Ashland’s unique attributes. Examples of this type of lodging in the region include The Linden Row Inn (Downtown Richmond), Rochambeau Roadside Inn (Williamsburg), or Virginia Cliffe Inn (Glen Allen). The Henry Clay Inn at 114 North Railroad Avenue is a local example of a Boutique Hotel.
A successful response will identify site specific obstacles and opportunities to these two needed types of hotel development or redevelopment. A successful response will consider the following constraints specifically:
o Scale of existing older hotels and their parcels;
o Parking limitations and market demand for parking;
o Location and proximity to demand generators;
o Architectural and finish/amenity differences between a standard and boutique hotel;
o Deferred maintenance of existing hotel inventory mailto:purchasing@ashlandva.gov
- 3 -
For this study a “Boutique Hotel” will be defined as: Property that appeals to guests because of its atypical amenity and room configurations. Typically independent, with fewer than 30 - 40 rooms, a high average daily rate, and providing authentic cultural, historic experiences and interesting guest services.
IV. SCOPE OF WORK
The selected Offeror shall provide a study based on the following 3 tasks.
Task 1 – Demand Study: Sports & Institutional Tourism:
The first task is to review Hanover County’s recent hotel demand study and apply a new Town-specific lens to the data. The lens should be developed through data analysis as well as key stakeholder input to be defined by the respondent. The Town of Ashland realizes that input from multiple local and regional stakeholders will be necessary for a study to be successful:
- Downtown Ashland Association & Market Ashland Partnership
- Richmond Regional Tourism
- Randolph Macon College
- Hanover Chamber of Commerce
- Other contacts (where needed): Hanover County staff (Planning, Economic
Development, Tourism, etc), Utility partners (Dominion Energy, Virginia Natural Gas, etc).
The Town-specific lens will include assessment of non-corporate demand drivers such as overnight stays generated from activity at Randolph Macon College, the Hanover County Airport, regional sports tourism, the Kings Dominion amusement park, and other local institutional activities. Identify recurring room-night volume generated by these activities and analyze the Town’s demand for short-term versus long-term hotel stays. Provide recommendations on facility requirements (amenities and room configurations) necessary to capture a share of this segment.
Task 2 – Peer Locality Audit:
Identify three to five peer localities within the Commonwealth of Virginia that have successfully attracted new hotel investment in the last five years. Review the Economic Development frameworks and any ‘Tourism Zone’ designations used by these localities to identify successful incentive structures, including but not limited to:
• Effectiveness of performance-based tax grants (e.g., Transient Occupancy Tax rebates).
• Public-private partnership models for infrastructure or parking.
• Fast-track permitting and fee-waver programs.
Provide a tailored toolkit of policy recommendations for the Town of Ashland that aligns with Virginia state statutes.
- 4 -
Task 3 – Site Assessments:
Conduct physical and economic assessment of 6 candidate hotel development sites 3 of the sites should focus on the suitability for a modern mid to upper scale branded hotel, one of which is within the Hospitality Incentive District along England Street between Interstate 95 and Route 1.
3 of the sites should include boutique hotel opportunities. Specifically, they should consider the War Memorial Building (209 Hanover Avenue) as well as a site along US Route 1 south of England Street.
Each site will be evaluated for visibility, access, infrastructure, zoning compatibility, proximity to demand generators, and overall development suitability with findings to be summarized in a comparative matrix.
For the boutique sites, the analysis should include space planning within existing historic buildings if applicable and an assessment of the suitability for the reuse of the building for the anticipated number of rooms. The analysis should also identify whether necessary changes would be compatible with use of historic tax credits.
Study Recommendations and Deliverables:
The study should develop a narrative report with formal recommendations. The report should be developed with the following general deliverables to be modified or refined by the respondent:
- Demand study
- Site assessments
- Recommendations on Economic Development financial programs to include modifications to the Hospitality Incentive District.
The final report should be presented at a joint meeting of the Town of Ashland and Hanover
County Economic Development Authorities. Potential additional presentations should include the Town Council and Planning Commission.
The final report should include development recommendations, preferred site guidance, brand/flag considerations, and proposed next steps for advancing hotel development in
Ashland.
