About this file
This is a Small Works Scope of Work document issued by the City of Marysville, Washington, for the selective deconstruction, material recovery, and removal of a former caretaker house and garage located at Jennings Memorial Park. The project involves the deconstruction of approximately 1,288 square feet of residential structure and associated garage, with emphasis on salvaging reusable building materials including old-growth Douglas fir framing, floor joists, tongue-and-groove subflooring, rafters, wall studs, and other dimensional lumber. The contractor is responsible for material sorting, recovery, and proper disposal of non-salvageable waste materials. The scope includes site preparation, protective measures during deconstruction, dust control, and restoration of the site following completion of work. The project is solicited through a Small Works quotation process, which typically requires submission of sealed bids or quotations by a specified deadline, with award anticipated to the lowest responsive and responsible bidder.
The project is structured as a Small Works contract, which generally carries financial thresholds and streamlined procurement procedures specific to Washington State regulations. Pricing terms require contractors to submit comprehensive quotations covering all labor, materials, equipment, and disposal costs associated with the complete deconstruction and site restoration. The project likely includes provisions for hazardous material assessment and abatement if asbestos, lead paint, or other regulated substances are encountered during deconstruction. Contractors must demonstrate experience with selective deconstruction practices, material salvage operations, and compliance with local environmental and waste management regulations. Funding for this project is provided by the City of Marysville and is allocated within the Parks and Recreation Department or capital improvement budget for facility maintenance and park preservation initiatives.

1.10 SUPPLEMENTARY CONTRACTOR RESPONSIBILITY
The following Supplemental Bidder Responsibility Criteria apply to this Project:
A. Prior Performance on City Contracts. Some examples of such failures to perform include: (1) the contract was terminated by the City for contractor failure to perform, (2) the contract was terminated pursuant to an agreed contract termination, or (3) the contract was only completed after a substantial contract amendment after contractor failure to perform (such as a “Back on Track” Amendment).
The City may use independent sources of information that may be available to demonstrate whether the bidder is in compliance with these criteria. A bidder may request that City modify the supplemental bidder responsibility criterion listed above. This request must be in writing to the City Procurement and Contracts Director and must be received by the City Procurement and Contracts Director at least ten business days before the quote opening. If the City determines the bidder does not meet the bidder responsibility criterion above and is therefore not a responsible bidder, the City will notify the bidder in writing with the reasons for its determination. This type of correction or amendment will only be allowed for such errors as typing, transposition, or any other obvious error. Contractors are liable for all errors or omissions contained in their quotes.
After receiving quotes, the City of Marysville will review and check each quote for the correctness of extensions of the prices per unit and the total price. If a discrepancy exists between the price per unit and the extended amount of any quoted item, the price per unit will control. The total of extensions, corrected where necessary, will be used by the City of Marysville.
When, after the opening of the quotes, a Contractor claims an error, and requests to be relieved of the award, they will be required to promptly present certified worksheets. The Procurement Professional will review the worksheets, and if the Procurement Professional is convinced that an honest, mathematically excusable error or critical omission of costs has been made, the Contractor may be relieved of their quote.

An existing septic tank is located on the site and must be properly decommissioned and abandoned in accordance with WAC 246-272A-0300 and all applicable Snohomish County Health Department requirements. The tank shall be pumped by a licensed septage pumper and either removed from the site or abandoned in place as permitted by the applicable regulations.
E. If abandoned in place, the tank must be rendered unusable and completely filled with approved material in accordance with state and local requirements. The Contractor must provide the City with copies of all permits, pumping receipts, inspection records, and documentation verifying proper abandonment prior to final acceptance of the project.
2. Deconstruction and Salvage of Caretaker House
A. Verify all utilities have been disconnected prior to beginning work.
B. Selectively deconstruct, dismantle and salvage the existing caretaker house in a manner intended to maximize recovery of reusable building materials rather than mechanically demolishing the entire structure at once.
C. Prioritize recovery of old-growth fir lumber, including floor joists, tongue-and-groove subflooring, roof rafters, wall studs, beams, headers, and other reusable dimensional lumber encountered during the work.
D. Remove building components in a sequence that provides a reasonable opportunity for material recovery and reuse, and exercise reasonable care to minimize unnecessary splitting, breaking, cutting, or other damage to salvageable lumber.
E. Mechanical demolition equipment may be used for portions of the structure or materials that are impractical to salvage; however, mechanical methods may not be used in a manner that unnecessarily destroys materials reasonably suitable for salvage.
F. Following reasonable salvage activities, remove all remaining non-salvageable portions of the structure, foundations, slabs, and miscellaneous debris as required to complete the work.
G. Protect all existing park improvements during construction.
H. Repair any damage to City property resulting from the Contractor's operations.
I. The contractor must take all necessary measures to control dust during deconstruction activities and must take all appropriate measures to prevent damage to existing fences.
3. Recycling and Disposal
A. Recycle materials to the greatest extent practical.
B. Salvage reusable lumber and building materials to the greatest extent practical. Contractor must take possession of all salvage materials and shall keep or sell all salvaged items. Contractor must remove all salvaged items from the property.
C. Remove all debris from the site and dispose of in accordance with city, county and state regulations.
D. A minimum of 51% of the structure by weight must be salvaged, recycled, or otherwise diverted from the landfill unless approved in writing by the City’s Project Manager.
4. Site Protection and Restoration
A. Grade and compact subgrade to a firm and unyielding surface over the completed project area.
B. Import, place, grade, and compact a minimum of six (6) inches of 5/8-inch minus crushed gravel over the completed project area, of approximately 3400 square feet, ref WSDOT spec 4-05 and 9- 03.9(3)).
C. Finished surface must be uniformly graded, firm, stable, and drivable parking surface without rutting, loose areas, depressions, or standing water.
D. Match the surrounding gravel grade and provide positive drainage from north to south and west to east. Slope to be a minimum of a .5% with max of 2%
E. Restore all disturbed areas to a neat and finished condition acceptable to the City.
2.4 SALVAGED MATERIAL OWNERSHIP
All materials successfully salvaged from the caretaker house shall become the property of the Contractor upon removal from the structure. The City does not intend to retain salvaged lumber, fixtures, or other building materials.
The Contractor may reuse, resell, donate, recycle, or otherwise lawfully dispose of salvaged materials and shall be responsible for all handling, storage, transportation, marketing, sale, and disposition of those materials.
Because the Contractor will retain ownership of salvaged materials and may receive financial benefit from their reuse or resale, the Contractor shall account for the anticipated salvage value when preparing the lump-sum bid. The bid shall represent the Contractor’s net cost to perform the complete project after considering the estimated value of recoverable materials.
The City will not provide additional compensation if the Contractor is unable to recover, sell, or realize the anticipated value of salvaged materials.
2.5 REQUIRED CLOSEOUT DOCUMENTATION
1. The following are required prior to issuance if final completion.
2. Final demolition permit approval and applicable inspection sign-offs.

2.9 CHANGES AND DIFFERING SITE CONDITIONS
No change to the scope of work, materials, quantities, contract price, or working days may be performed without prior written authorization from the City. The Contractor must immediately notify the City if concealed or differing site conditions are encountered, including unknown utilities, buried structures, contaminated materials, or conditions that materially differ from those reasonably anticipated.
