About this file

This document is an Addendum (No. 1) for the Chatham Area Transit Authority (CAT) Request for Proposals (RFP 2026-01) for Bus Amenities Improvements, issued on September 9, 2025. The project involves improvements to approximately 300 bus shelter locations, with potential tasks including shelter installation, concrete work, powder coating, and potential shelter purchase/refurbishment. The RFP was originally issued on July 15, 2025, with the vendor inquiry deadline set for August 22, 2025, and the proposal submission deadline scheduled for October 3, 2025, at 2:00 p.m. EST. The evaluation committee plans to make their recommendation to the Board of Directors on November 18, 2025, with notification of award to the selected proposer on November 19, 2025.

The addendum provides detailed responses to 19 vendor questions covering various aspects of the project, including subcontractor identification, permit responsibilities, shelter specifications, and storage requirements. Pricing is to be provided on a unit-rate basis per scope category, with invoicing done upon milestone completion and standard net 30-day payment terms. The existing shelters were manufactured by Tolar Manufacturing, and CAT will provide a prioritized list of locations divided into phases. The project will be subject to Davis-Bacon Act requirements for construction projects over $2,000, and while full financial statements are required, they can be submitted separately as confidential documents. Contractors will be responsible for their own off-site storage, and workers' compensation insurance will be mandatory.

This Addendum forms a part of the Request for Proposals 2026-01 dated, July 15, 2025. In response to received questions and updated schedule of events.

Questions posed during initial Q&A Period and CAT’s Responses:

Question 1: Will CAT award this contract to one vendor per discipline (e.g., labor, concrete, powder coating), or is preference given to proposals covering all scopes of work under one prime vendor?

Response: No, if the proposer can participate in several areas of the project CAT will take into consideration during the evaluation process.

Question 2: Should all proposed subcontractors be identified and submitted at the time of bid submission, including those for powder coating and sandblasting?

Response: Yes, all subcontractors should be identified and submitted at the time of the bid submission.

Question 3: Is the selected contractor responsible for securing all necessary city/county permits related to shelter installation and concrete work, or will CAT provide assistance?

Response: Yes, the selected proposer/vendor will work with CAT staff to assist with the permit process.

Question 4: Will a site inspection or list of current site conditions be provided for each of the

300 proposed shelter locations? Are any known to require substantial demolition, tree removal, or utility relocation?

Response: CAT will provide a list of current site conditions, not all sites will require substantial demolition, tree removal and or utility relocation.

Question 5: Will CAT provide the new/refurbished shelter kits, or is the contractor expected to purchase and supply these shelters?

Response: If the proposal includes purchase and installation of shelters the selected proposer will purchase and store; if the winning proposal does not include purchase of shelters, CAT will purchase new shelter; the installation contractor will be required to store new/refurbished shelters and handle transportation to installation sites. CAT as part of the RFP CAT might do a direct agreement with Shelter manufacturer to ensure uniformity in the structures.

Question 6: If contractor is to supply, can CAT confirm the preferred manufacturers or approved equivalents?

Response: CAT will provide the standard shelter requirements, currently we have Tolar shelters. The shelters quoted if any should be similar or comparable.

Question 7: Are there detailed design drawings or specifications for each stop location to guide ADA compliance (e.g., slopes, dimensions, and materials)?

Response: No, CAT does not have that information.

Question 8: Will CAT provide solar lighting kits, or is the contractor responsible for sourcing and integrating these into shelter roofs?

Response: Yes, if the contractor proposes to purchase the shelters and/or solar panel kits that are compatible with the shelters to be refurbished CAT will provide the dimensions and specifications. If CAT the shelters or solar panel kits are purchased by CAT the installer proposer will provide CAT with a storage rate after taking delivery of the items.

Question 9: Can CAT please provide the name of the manufacturer of the existing shelters?

Response: The previously purchased shelters were manufactured by Tolar Manufacturing.

Response: CAT will provide a prioritized list divided in phases.

Response: Davis Bacon Act applies to all construction projects over $2,000.00. See link https://www.dol.gov/agencies/whd/fact-sheets/66-dbra

Response: No, the liability coverage applies to a portion of the project, however being a construction project workers compensation insurance is required.
