About this file

This document is an Addendum for a Request for Application (RFA) issued by the Rowan County Purchasing Department for Early Intervention Services through the Public Health department. The RFA #2026-006 is scheduled for bid submission on October 23, 2025, at 10:00 AM ET, with a pre-bid meeting having occurred prior to the submission date. The project focuses on funding programs, services, and training to encourage early identification and intervention for children and adolescents struggling with drug use or mental health conditions, targeting various stakeholders including parents, educators, healthcare professionals, and community members.

The project is a reimbursement-based grant funded through the Department of Justice, with specific guidelines and restrictions. Vendors will submit monthly invoices with quarterly reporting, and Rowan County reserves the right to reject invoicing for non-allowable expenses. The strategy emphasizes evidence-based and trauma-informed approaches, such as Youth Mental Health First Aid and Strengthening Families programs. Key allowable expenses include training, transportation, participation incentives, and pre-implementation phase costs, while unallowable costs include overhead, indirect costs, vehicle purchases, capital expenses, research, and lobbying activities. Hayley Edwards is serving as the point of contact until a dedicated grants person is hired.

NOTES:

1. THIS ADDENDUM DOES NOT CHANGE THE BID DATE

Clarification:

• Rowan County will be hiring a “point of contact” grants person, until that time; Hayley Edwards will be the contact.

• Not a universal Strategy – This is not a universal prevention strategy. The strategy reads: Fund programs, services, or training to encourage early identification and intervention for children or adolescents who may be struggling with problematic use of drugs or mental health conditions, including Youth Mental Health First Aid, peer-based programs, or similar approaches. Training programs may target parents, family members, caregivers, teachers, school staff, peers, neighbors, health or human services professionals, or others in contact with children or adolescents.

• If Narcan is required for training or programs under the Early Intervention strategy, it will be provided by Rowan County Public Health. Therefore, it does not need to be purchased using this grant funding.

Question:

1. Is this a reimbursement or funded project?

This is a reimbursement project; vendor will submit monthly invoices along with quarterly reporting and meetings. Rowan County reserves the right to reject invoicing for items that are not “allowable”. The funding goes through the DOJ, rules, regulations apply. During the project period, if there are questions about allowable expenses, please contact Hayley Edwards, until the point of contact is hired.

2. Who does the vendor submit invoices to?

mailto:jody.farrow-bennett@rowancountync.gov

All invoices and backup documentation will be submitted to Rowan County, Hayley Edwards, until the point of contact is hired.

3. Are qualifying expenses for a program only applicable after serving people.

The Grant does cover some pre-implementation phase but will need to be authorized by Rowan County, Hayley Edwards, until the point of contact is hired prior to services.

4. Are evaluation measures allowable for reimbursement?

Depends, Persons contracted to report of effectiveness may be covered. Vendor is to acquire prior authorization by Rowan County, Hayley Edwards, until the point of contact is hired prior to services being provided.

5. Is there something that Rowan County wants to see within the applications?

Following the Strategy of Early Intervention. We would like to see the applicants’ areas of need and project ideas that fall within the scope of early intervention.

6. What Population?

The population that we are working to assist are children and adults with Drug use history. Children or adolescents who may be struggling with problematic use of drugs or mental health conditions, programs may target parents, family members, caregivers, teachers, school staff, peers, neighbors, health or human services professionals, or others in contact with children or adolescents.

7. Is it allowable for parents or Caregivers?

Yes, as it pertains to the population. See Strategy 6 Early Intervention in the MOA.

8. How Flexible are we on “Evidence Based” vs. Strongly supported network?

Depends, seek prior approval from Hayley Edwards. Education and training provided under this strategy should fall relatively within the MOA’s guidelines.

• Provide training for parents, caregivers, school staff, peers, human service professionals, etc. in early identification of opioid use disorder and mental health disorders (e.g., Youth Mental Health First Aid).

• Provide evidence-based programs that strengthen families and communities to enhance support of youth (e.g., Strengthening Families).

• Engage in trauma-informed training and improve programs focused on youth and adolescents to be more trauma-informed

9. Is this required matching funding?

No

10. Outside expenses?

Some items may be covered, depending on how they tie back to work being completed.

No Overhead, no electrical.

Funding Restrictions and unallowable costs:

• Indirect costs or “overhead” are NOT allowed under the NC MOA. The MOA provides that all opioid settlement funds received by local governments must be spent on opioid remediation strategies listed in Exhibit A or Exhibit B – or on reasonable audit costs incurred by local governments in connection with opioid settlement funds.

• Purchasing vehicles or paying down existing mortgages and/or other loans.

• Capital expenses, such as vehicles, new construction, or renovation of facilities.

• Any type of research.

• Lobbying activities (i.e., publicity or propaganda purposes, for the preparation, distribution, or use of any material designed to support or defeat the enactment of legislation before any legislative body).

• Reimbursement of any pre-award costs.

11. Will we be able to provide incentives?

Yes, for participation.

12. Transportation needs?

Are Covered.
