About this file

This document is a detailed agenda for the U.S. Army's Technical Exchange Meeting (TEM) 14, scheduled for May 30, 2025, at Aberdeen Proving Ground, MD, with a virtual option via Microsoft Teams. The event, themed "Delivering Warfighters the Tools and Means for Decision Dominance," will focus on Next Generation Command and Control (NGC2), multinational interoperability, and research and development efforts. Key topics include software-defined bridging solutions, radio frequency units, operational modeling capabilities, modular interfaces, and Modular Open Systems Architecture (MOSA).

The agenda features multiple panels with military leadership from the U.S., UK, and Australia, covering technical and strategic aspects of command and control technologies. The meeting will offer RDT&E 6.4 funded prototype capability opportunities and include a Controlled Unilateral Information (CUI) restricted session on NGC2 architecture, which requires vendor verification through CAGE Code and JCP number submission. Vendors must register in advance, with in-person attendance limited to two representatives per company on a first-come, first-served basis. A subsequent TEM 15 is planned for December 2025 as a virtual event.

Aberdeen Proving Ground, MD and Virtual 30 May 2025

“Delivering Warfighters the Tools and Means for Decision Dominance”

DESCRIPTION:

The Army’s Program Executive Office Command, Control, Communications, and Network (PEO C3N) and Command and Control Cross-Functional Team (C2-CFT) will host a network and C2-related technical exchange meeting (TEM) with industry partners on May 30, 2025, at Aberdeen Proving Ground, MD, and virtually via Microsoft Teams. TEM 14 will build upon previous TEMs with technical discussion and operational feedback to support Army C2 transformation efforts, including Next Generation Command and Control (NGC2). TEM 14 will be a hybrid event hosted at APG, MD and virtually in accordance with recent fiscal directives.

TEM 14 will provide sessions centered around the theme of “Delivering Warfighters the Tools and Means for Decision Dominance” and will include topic areas including, but not limited to:

- Next Generation Command and Control

- Multinational efforts, standards, and data architecture

As an “even” numbered TEM, this event will also offer RDT&E 6.4 funded prototype capability opportunities and provide updates on other S&T and program of record business opportunities.

Additionally, the Army will plan to execute TEM 15 in December 2025 as a virtual event.

− BG Kevin Chaney, PEO C3N (A) − MG Patrick Ellis, Director C2 CFT

Myer Auditorium

0845-0945 PANEL: Next Generation Command and Control (NGC2) Continuous iteration, user involvement, and the flexibility to make quick changes to functionality based on Soldier needs are key Army priorities in developing the NGC2

Myer Auditorium approach. Leaders will provide insights based on NGC2 experimentation at Project Convergence Capstone 5, and discuss the Army’s process to assess and integrate capabilities into the NGC2 architecture.

− Introduction: Mr. Joe Welch, AFC DtCG − Chair: MG Patrick Ellis, Director C2 CFT − LTC Tad Coleman, Commander, 2-37 AR, 1-1 AD − COL(P) Michael Kaloostian, AFC NGC2 − BG Kevin Chaney, PEO C3N (A)

0945-1045 PANEL: 6.4 Topics, Timeline, and Next Steps

Even number TEMs are structured to offer industry an operational context to drive areas of focus and better understand capability gaps and solicit proposals for basic and applied research and that part of development not related to development of a specific system or hardware procurement.

The TEM 14 6.4 topics are as follows:

1. Waveform Agnostic, Software Defined Bridging Solution

2. Mounted and Dismounted Radio Frequency Unit (MDRFU) Unified Intelligent and Highly Adaptive Antenna Framework

3. Operational Modeling Capabilities/Tools

- Chair: Mr. John Crone, PM I2S, PEO C3N

- Mr. Krupal Kapadia, PM TR, PEO C3N

- LTC Matthew Haynes, Current Initiatives Manager, C2

1200-1300 Lunch Break

1300-1400 PANEL: Modular Interfaces for Multinational Interoperability

Understanding of the interface, modularity and openness in information exchanges to shape ongoing multinational command and control (C2) efforts. In response to industry feedback, panelists will discuss the efficacy of the current minimum viable standards set and the path forward for interface development.

- Moderator: CW4 Don Acreman, Army Futures Command CIO

- LTC Roger Pilton, Australian Army LNO, C2 CFT

- Ms. Christine Moulton, Strategic Integration

Manager, PEO IEW&S

- LTC Travis Rudge, PdM TMC, PM MC, PEO C3N

1400-1500 PANEL: Modular Open Systems Architecture (MOSA) and

CMOSS

The Army struggles with rapidly integrating new hardware capability into existing platforms, especially larger, less attritable vehicle and aviation platforms. As the problem and solution space have continued to evolve with technology, the Army is working with industry to align MOSA standards and processes to the accelerated technology refresh cycle.

1545-1615 Break

1615-1715 CUI Restricted Session: Next Gen C2 Architecture Update Next Generation Command and Control (NGC2) builds upon C2 Fix and leverages rapid progress in commercial communications, software and data management technologies to fundamentally change management of services and deliver data for command and control. NGC2 will converge access to mission command data sources across warfighting functions and equip commanders at Corps-level and below with the information needed to make better and faster decisions. This session will discuss how the Army is approaching NGC2 architecture for the Division formation, in order to provide a ‘full stack’ of capabilities from applications to edge compute and tactical communications links. It is focused on architecture and will NOT discuss NGC2 contracting efforts.

Due to OPSEC sensitivities, this session will be closed to media. Vendors wishing to attend this session must submit their CAGE Code and JCP number during online registration for verification via the Joint Communications Marketplace.

Only verified vendors will be able to attend.

Note: This session will not be livestreamed on MS Teams. A recording will be made available after the event via the Joint Communications Marketplace.
