About this file
This document is a Questions and Answers (Q&A) file for RFQ 2025-R-035 for Emergency Supply Kits, issued by the United States Senate Office of Security, Emergency Preparedness & Continuity. The file contains 39 detailed questions and responses from potential bidders regarding the specifications of the emergency supply kits. Key requirements include a red 11"x15" stuff sack containing specific items such as a bleeding control kit (with Combat Application Tourniquet, compressed gauze, and other medical supplies), a multipurpose LED flashlight, a compact multitool, glow sticks, a USB charging base, hand wipes, and other emergency preparedness components.
The solicitation estimates an initial purchase of up to 850 kits, with options to purchase up to 250 additional kits in subsequent years. The delivery timeframe is targeted for the fourth quarter of FY25 or first quarter FY26. The SAA (Soliciting/Acquiring Agency) provides specific guidance on item characteristics, such as requiring a small flashlight less than six inches long, white huck towels, and a five-year shelf life for ration bars. The document emphasizes that while specific brand names are not mandated, vendors must meet detailed specifications for each kit component.

There are no first aid items in the kit such as band-aids. Would you like some included in the bid? A first aid kit will not be included in this product
There are several Bleeding control kits. Can you please tell me what MUST HAVES are i.e., some have tourniquets and others do not. One is for wounds and the other is classified as lacerations. Bleeding Control Kit must include the following: Combat Application Tourniquet (C-A-T), compressed gauze, pressure bandage, 'Quik Clot'-style bandage, gloves, cloth shears, mini Sharpe-style pen.
3 What constitutes a multipurpose LED flashlight? A flashlight with LED bulb which provided steady light with an option for flashing mode.

A small 'Swiss Army' or 'Leatherman'-style multitool. Kinife blade cannot be longer that two and one/half inches.
Do you want everything packed in a stuff sack or is this another item for inside the kit? All equipment must fit inside the stuff sack.
6 Do you require a sample? The awardee will be required to provide samples in advance of fulfilling orders for the SAA.
The first item under the “Minimum Requirements” is One (1) 11”x15” “stuff sack” with sling strap; is it imperative that we match those specifications or just that the sack is big enough to hold all items listed?
The sack must be large enough to hold the equipment with a sling strap, with minimum 11" X 15" as a reference.
8 What is the color preference for the “stuff sack”? Color preference is red
9 Is the expectation to have all required items placed (kitted) in the stuff sack? Please see response to question #5
Do we need individual letters from each OEM, OEM authorized distributor, or OEM authorized distribution channel for each item in the Emergency Supply kit? No.
11 What is defined as an OEM authorized distribution channel? OEM authorized distributor requirements are not applicable.
Please provide direction on what exactly needs to be provided to show we are an authorized reseller of the item(s). We would be building the kit ourselves, so we would be the OEM of the kit? Please see response to question #11
How will orders be placed? Can we expect one large order of kits/supplies annually, quarterly, or will we receive several smaller orders over the course of a year?
The SAA estimates ordering up to 850 in the initial purchase period, with the option to purchase up to 250 during option years one thru four.
Would you consider us for award if we require minimum order quantities on individual ESK items to ensure shipping costs are covered? The SAA will evaluate all offers/proposals/submissions.
Is this kit a new requirement? If not, can manufacturer part numbers for the individual components be provided?
This is a revision of an existing requirement. Manufacture part numbers are not applicable as we are not tied to any specific brands.
