About this file

This Statement of Work (SOW) details the Tactical Data Networks Lab (TDN) Tech Refresh Tower Re-cabling Project at Hanscom Air Force Base. The project requires a contractor to remove existing cabling and install new Radio Frequency (RF) cabling on a 119' 6" composite tower located at 15 Eglin Street, Building 1607. Specific requirements include providing ½" Heliax outdoor-rated RF cables with N-Type Male connectors, installing two 120' cables to UHF disc-cone antennas at the 119' level and four 100' cables to L-Band vertical antennas at the 83' level, and using a dehydrator to prevent water intrusion.

The contractor must complete the fully functioning and installed cabling within 60 days of contract award, working only on weekdays and excluding federal holidays. They must provide proof of OSHA and NATE certifications for climbers, follow numerous technical standards including ANSI/TIA/EIA telecommunications cabling standards, and be present for a final acceptance inspection. The work will be evaluated based on adherence to safety regulations, proper mounting, and measured cable losses, with any unacceptable work requiring contractor-funded repairs. The project is managed by the Department of the Air Force Materiel Command Lifecycle Management Center at Hanscom Air Force Base.

Requirements:

Amplifying Data:

• The tower is 119’ 6” tall with platforms at 100’ 2”, 70’ 2”, and 61’ 10.25” and can accommodate mounting hardware for the antennas on the safety guardrails

• The roof of the building and the cable raceway to the building cable entry box meets the tower at the 61’

10.25” level

• Building cable entry box already has the lightning protection devices that terminate in N-Type female connectors

• A vertical cable raceway is in place on the tower for the RF cable runs, the raceway completely encloses the RF cable and will limit the maximum diameter of the RF cable

• The tower is made entirely of composite materials

• Work can only be performed when government personnel are present and weather safety criteria are met

(winds below 25 Knots (to include gusts), and no rain or other precipitation)

• Government personnel will notify other base agencies, as needed, about the work being performed

The Contractor will:

• Provide RF cables outdoor rated ½” Heliax with appropriate N-Type Male connectors and sealing materials.

• Provide a dehydrator or similar technology for all cables to prevent water intrusion.

• Install RF cables from the building’s cable entry box on the roof to each level of the tower.

o Two RF cables to the 119’ level terminated into two UHF disc-cone antennas estimated cable length is 120’ each.

o Four RF cables to the 83’ level terminated into four L-Band vertical antennas estimated cable length is 100’ each.

• Antenna are held up by mounting pipes, with a maximum weight of 30 pounds, and are already installed at the levels of the tower indicated above o All antennas are provided by the Government o All Antennas utilize N-Type female connectors

• Provide and procure the necessary materials, schedule, and drawings needed based on the specified requirements above

• Provide proof of certification that meets or exceeds OSHA 1926.502 and NATE CTS for all climbers

• All climbers will inspect their PPE (Personal Protective Equipment) daily.

• Provide assistance, as needed, to the TDN Lab and other base agencies for the installation and documentation needed to accomplish the project. Such agencies that may require additional documentation are: 1607 Building Management, Civil Engineering, and the 66th Air Base Group communications offices.

• Test and document the installed infrastructure to ensure it will be able to support operations up to 6GHz.

• Provide documentation of the “as built” infrastructure to include cable lengths, losses, and other mounting hardware.

• Ensure materials used are capable of withstanding the harsh New England environment to include the

5 | P a g e ability preventing water intrusion of the cabling.

• Honor all warrantees for installed materials and workmanship

• Be present for final acceptance inspection performed by government personnel o Work and documentation will be evaluated based on the guidelines below, adherence to safety regulations, proper mounting and measured losses o Work deemed unacceptable will be added to a punch down list that the contractor will need to replace/repair at their expense.

o All deviations to previously agreed to work must be signed off in writing by the government personnel
