About this file

This document is a comprehensive Question and Answer (Q&A) file for an Intrusion Detection System (IDS) and Access Control System (ACS) installation project at the New Boston Space Force Station. The project involves installing security systems in a 400 sq ft room with 12-inch thick reinforced concrete walls, built in 1968. Key system requirements include 2 Level BMS/Motion sensors on the door, a 360-degree motion detector in the room, level 2 access control, and integration with BDOC for alarm monitoring. The installation must adhere to UL 2050 standards, with the installer required to hold a current UL 2050 certification.

Specific technical details include surface-mounted equipment installation, approximately 200 feet of conduit and fiber cable, and use of a Vindicator IDS system. Security protocols are strict, requiring contractor-provided escorts with secret clearance, a 1:5 escort-to-worker ratio, and 10-day advance badge processing. Restricted Area Badges will be used, and the system will be managed by a single Security Staff Office (SSO). The project has appropriated funds, with the contract structured in two CLINs (Design and Installation phases), and no progress or milestone-based payments will be permitted. All electronic equipment must be submitted for Ingress approval with detailed specifications.

c. If a UL certificate is required, confirm whether the monitoring station must be UL-listed (CRZM) or if the government BDOC meeting UL 2050 monitoring requirements is acceptable for this project. Yes, must hold current UL 2050 certification

Penetration and Encryption for Exterior Reader/keypad

a. During the site survey, we did not observe existing penetrations near the door to route power/communications to an exterior-mounted keypad/card reader (at the main door). The SOO prohibits new penetrations to the exterior structure and identifies existing exterior J-boxes with ¾" passthroughs to interior J-boxes for power and communications; interior work must be surface-mounted EMT with dielectric couplings, and set screws shall not be used. Please confirm the Government’s preferred approach:

1. Authorize use of the existing ¾" passthrough J-boxes for communications to route power/signal circuits to an exterior keypad/card reader near the door; or

2. Do not authorize any new penetrations; mount the reader/keypad on the secure (interior) side; or

3. Authorize the installation of a new penetration (RF/STC-rated) at the door location and require the contractor to rehabilitate the rehabilitate the shielded/rated partition (patching, re-bonding/welding, seal continuity, penetration collars) to maintain envelope performance and submit details for AO approval.

b. If an exterior reader is required, confirm the exterior card reader communications as “system data transmitted… to and from equipment located outside the SCIF” and require FIPS AES-certified encrypted lines and sealed ferrous conveyance, consistent with the SOO. CE reccommends # 1 Approach if approved by AO .

In support of the IDS/ACS effort for the Sensitive Compartmented Information Facility (SCIF) at New Boston Space Force Station, we respectfully request confirmation and clarification on the following design and installation considerations. These items are critical to ensuring compliance with UL 2050, ICD/ICS 705, DAFI 31-101, and the Statement of Objectives:

Confirm door hardware supports Balanced Magnetic Switches (BMS). Yes door can support BMS - 8-26 pug

Determine sensor zoning (perimeter, interior, ceiling plenum, etc.). Interior

Identify optimal positions for motion, glass-break, seismic, and tamper sensors.

No glass break or seismic sensors. Tamper switches need to be located on the BMS/Motion/PIR devices.

Confirm proximity to power and data connections. Power is availible

Does the building have an existing generator or building UPS available to connect the IDS to for the required 24-hour backup? Answered in the SOO that they are not an option.

For IDS, does the SSO prefer PIR coverage limited to openings, or complete PIR sensor coverage throughout the space?

PIR need to cover the BMS per DAFI requirements and 360 motion located in the middle of the room.

Should the access control system issue dedicated ID badges, or will users rely solely on CACs at card readers? Restricted Area Badges (AF Form 1199/Automated) will be used

Will the SCIF be managed by a single organization/SSO, or multiple organizations with distinct SSOs? Single SSO
