About this file

This document is a Q&A spreadsheet for a Packing and Crating solicitation (2025-PZI-0001) issued by Hanscom Air Force Base. The solicitation covers moving services for Department of Defense personnel across five zones in Massachusetts, Rhode Island, and Connecticut, with a 5-year ordering period beginning at contract award. Vendors can bid on individual Areas but must complete all zones within their chosen Area, with quotes due on August 21, 2025. The contract involves personal property moving services with task orders issued based on customer requests, with completion timelines of 1-3 days depending on the schedule.

Pricing and service details include reimbursement for specific tolls, potential fuel surcharge integration into bid pricing, and special considerations for island locations like Martha's Vineyard and Nantucket. Contractors must be prepared to handle variable workloads with minimum and maximum daily capacity requirements. Overtime and additional services can be authorized through specific line items, and contractors may need to work with military installations to obtain base access. The solicitation emphasizes flexibility in service delivery, with the government evaluating pricing based on the total sum across five ordering periods and assessing price reasonableness in accordance with federal acquisition regulations.

Will the government provide materials like shipping labels, or must the contractor furnish all packing suppliesPlease refer to PWS Part I, Section A, Paragraph 8, Marking Exterior Shipping Containers and PWS Part III, Paragraph 3, Materials
Will we have recurring routes/assignments, or is this entirely task-order basedThis will be order based and orders are dependent on customer requests.
Is there a preferred format for the pricing sheet or any evaluation criteria we should follow? Please fill out the provided Area bid schedule, ensuring all Zones within the Area are completely filled out. Please refer to the Combo Solicitation (#17) for evaluation criteria. All documents that are requried for evaluation will be listed within the Combo under #17.
Will vendors be reimbursed for fuel surcharges or tolls, or should those be built into pricing?Tolls that are located on bridges can be reimbursed if the reciept is presented along with the invoice. Fuel surcharges can be built into the bid schedule pricing if desired.
We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number? This will result in a new contract. There is no active contract for this requirement
What are the areas geographically and do you have to bid all 3 areas , also when does contract begin and end and when does bid have to be in byPlease refer to the bid schedule for the geographical areas which include the States/Counties included in each zone. You do not have to bid on all three Areas/Solicitations. However, you do need to bid on all zones within the Area/Solicitation you choose to bid on. The contract will begin at contract award and be valid for an ordering period of 5 years. Please refer to each soliciation for when quotes are due.
Estimated CLIN Volume
In most DPM solicitations, a true estimated annual total weight for each CLIN is provided so that bidders can assess anticipated workload and price properly. For example, 1AA could have an annual estimate weight of 500,000 lbs. Estimated weights are only provided for CLINs 1AA, 15, 20, 23, and 31. In those cases where they are provided, the total weights are very low. Are these true estimates of the total weight to be serviced in each CLIN yearly under the contract? If not, can you update the bid schedule to provide the accurate estimated volume (total CWT or tonnage) for either each CLIN or at least the major CLINs?The Government included an "Est Cwt" in column J of the bid schedule for certain items the Government had information to provide from similar actions. If information was not provided, the Government utilized column K for the extended price. The volume of activity is unknown cannot be projected as they are dependent on PCS moves (customer request).
Price Evaluation Weighting
For purposes of determining the lowest-priced offeror, will the government evaluate pricing solely on the sum of all CLIN unit prices as listed in the bid schedule? If no changes are made to current figures in "Est Qty" and "EST Cwt" in the bid schedule, will the combined totals on row 131 of the bid schedule spreadsheet for the base year plus four additional option years constitute the total contract bid price? The Government will evaluate the sum of the five (5) ordering periods that populates in cell G11 on the Summary Tab. Price will also be evaluated for reasonableness in accordance with FAR 13.106-3.
Daily Capacity Requirement
Many DPM solicitations establish a daily workload threshold or a minimum level of capacity which, if met, is deemed to fulfill the contractor’s capacity requirement for that day (e.g., 20,000 lbs serviced per day). Can you define the minimum daily capacity the contractor must be prepared to provide under this contract in order to be considered compliant? Please see the attachemnt labeled "Estimated Quanity Attachment" as the Government has provided a minimum and maximum daily capacity. Within this document, vendors are required to fill out their section as part of their bid.
Minimum Lead Time
What is the minimum amount of lead time, in Government Business Days (GBDs), that will be provided prior to requiring service to commence?Orders will be issued as they are submitted by the customers. Completion date will be determined by the customer but shall be completed within 1 day for Schedule I and 3 days for schedule II.
Zone 2 Island Costs
Zone 2 includes the island counties of Dukes (Martha’s Vineyard) and Nantucket, where service entails significantly higher costs than other counties in the same zone due to ferry fees, additional labor, extended travel time, and lodging. These differences make it challenging to accurately price the entire zone under a single rate. Can you restructure the zones so that Dukes and Nantucket are separate from the mainland counties? If not, will the additional compensation be authorized to cover the incremental costs of servicing these islands that do not apply to other Zone 2 locations? The Government does not intend to restructure the zones. Schedule I, Item 14 and Schedule II, Item 29 of each Zone are utilized for additional services, such as ferry fees or overtime in the event the Government approves the use. Lodging will not be compensated.
Ferry Service Delays
During the summer, commercial ferry service to Nantucket and Martha’s Vineyard is extremely limited, with reservations often requiring 30 days’ notice or more. Will exceptions to the timely pickup and delivery requirements be granted for these locations under such conditions? The Government will evaluate each circumstance on an individual basis and exceptions may be granted accordingly. Documentation would be required with the request for an exception justifying the reason for exception and how it is out of contractor's control.
Overtime Compensation
How will overtime compensation be provided for weekend and holiday work when such service is required by the customer and authorized by the government? If the Government approves the request for OT, Schedule I, Item 14 and/or Schedule II, Item 29 of each zone would be utilized.
Pre-Approval for Additional Expenses
Is there a pre-approval process for additional required expenses, such as third-party services, when these are required by the customer and authorized by the government?Yes, when identified during Premove then contractor will have a form to submit for review by our office.
Availability of Government-Owned Containers (GOCs)
What is the anticipated availability of Government-Owned Containers (GOCs)? Should bidders expect to rely primarily on agent-owned containers at the start of the program, or will GOCs be readily available?Availability of GOCs will be dependent on each zone. Please refer to PWS, Part I, Section A, Paragraph 8k(4) for requirement upon award. Bid schedule Item 10 covers containers to be built.

Past Volume Data
Can you provide past volume data, broken down by CLIN and by zone, for the scope of this solicitation? The only estimates available to the Government based on similar contracts, has been provided in column J.
Base Access
Will AGFM facilitate and sponsor through DFAS (or a similar program) base access for regular crews of the DPM contractor to allow timely and efficient access for service on base instillations?Contractor's can work with applicable installations to determine the potential for DBIDs access. This will be dependent on each installation and local QA.
Attempted Pick up / Delivery
Can you confirm whether the “attempted pickup” or “attempted delivery” provisions apply to all CLINs, and what supporting documentation is required to invoice for these charges?Attempted Pickup /Delivery applies to the applicable CLINs for those services. An "Accessorial form" will be provided to the contract awardee that will be utilized for attempted pickup/delivery. This form is required for approval of the attempt.
