About this file
This document is an Addendum to RFP 20252010 for an Automated Enforcement Pilot Program issued by the City of Eugene, Oregon. The City is seeking a turnkey automated enforcement vendor to provide the hardware, software, and ongoing operations/maintenance needed for a pilot program at 3 intersections. The initial contract term is 1 year, with the potential for extension. The earliest anticipated go-live date is July 2025. Proposers must submit a cover letter, narrative proposal, references, and a standard proposal form. The narrative proposal should address company profile, qualifications, planning services, equipment and maintenance, processing and storage, customer service, cost, data sharing, and sustainability efforts. The City has provided responses to 11 questions from potential proposers regarding contract term, site selection, permitting, data collection, and scoring criteria.
The City's priority is to structure the program to be as cost-neutral as possible. Proposers should provide pricing information, and the City may switch sites if the targeted locations do not produce the anticipated volume. No prior red-light studies have been conducted, but the City does have citation data and crash data that may inform site selection. The City anticipates enforcing 4 travel directions at each of the 3 intersections, unless video data indicates that only 2 directions are problematic.

Date: August 29, 2024 To: All Potential Proposers From: Noel Dietz, Purchasing Analyst Subject: RFP 20252010 Automated Enforcement Pilot Program
ADDENDUM NO. 1
The solicitation referenced above is amended as follows.
Responses to questions received from potential proposers are below:
1. Can the RFP response due date be extended? No, it cannot.
2. What will be the initial term of the contract? The initial term of the pilot program will be one year. Assuming operations go well that initial year, City staff do expect to extend the program.
3. What is your target quarter for go-live in 2025? July 2025 is the earliest we'd consider going live.
4. Since the City wants the program to be profitable, will the city select new sites if the targeted sites do not produce the anticipated volume? The City of Eugene would ideally like the option of switching sites if needed. Structuring the program to be as cost neutral as possible to the City is a high priority.
5. Which government entity will be responsible for reviewing permit applications? The City of Eugene would be responsible for reviewing and approving any applicable permits.
6. The section entitled "Planning Services" requests proposers to provide data collection at prospective sites. Is the City of Eugene asking vendors to conduct these studies prior to submission of RFP responses? No, the City of Eugene would like video data collection to be performed by the successful vendor after the RFP process has come to a conclusion to help decide which three intersections will be included in the program. We do have a handful of candidate locations in mind.
7. Have any red-light studies been conducted in Eugene? Can you share the results? A number of years ago RedFlex did send an engineer of ours notes on the constructability of various camera locations we were thinking about at that point in time. If there was any video data collection performed at that point in time, the current project team doesn't have documentation from it.
8. Do you have any data on the prospective volume of vehicles running red lights at any intersections in Eugene? The only data sources we currently have on red light running is citation data from EPD and "signal disregard" crash data from ODOT. These data sources don't speak to real red-light running volumes, but can be helpful as we consider which intersections may be a good fit for the pilot program.
9. How many directions of travel is the city planning on enforcing at the 3 intersections of interest? At this point in time the City is anticipating enforcing 4 travel directions at all 3 intersections, unless video data indicates that only 2 travel directions are experiencing notable challenges with red light running.
10. Please clarify the total points to be given for the Proposer’s Efforts Toward Sustainability.
Page 16 mentions 10 points, but the scoring table shows 20 points. Proposer’s Efforts Toward Sustainability count for 20 points toward the total score.
11. Section VI. Proposal Submittal Requirements page 13 does not follow the same requirements as the Evaluation criteria on page 14. Please clarify the desired structure of the responses to facilitate the review. The list of Submittals on page 13 is replaced with the following:
