About this file
The file is an Interested Vendors Questionnaire for the Ground Based Strategic Deterrent (GBSD) Utility Corridor project at Francis E. Warren Air Force Base. The U.S. Army Corps of Engineers (USACE) is seeking market research from potential prime and subcontractors for a massive telecommunications infrastructure project spanning 1,500 to 2,500 miles across Wyoming, Colorado, and Nebraska. The project involves constructing utility corridors connecting Sentinel Missile Field Launch Facilities, Launch Centers, and Wing Command Center, with an estimated construction value over $500 million and incremental funding from FY 2025-2029.
The questionnaire seeks detailed vendor information including business type, specialized experience, bonding capacity, and market insights. Key project requirements include installing conduits, communication lines, pull vaults, and manholes using horizontal drilling and trenching methods, with construction along an existing Hardened Intersite Cable System (HICS) corridor. The anticipated delivery method is Design-Build, with a potential contract completion date of 2031. Vendors are asked to provide feedback on construction feasibility, easement requirements, design information needs, insurance coverage, and landowner communication protocols. Responses are due by 2:00 PM Central on 1 July 2025, submitted via email to specified USACE contacts.

Market Insight – Please answer to the best of your knowledge. Expand on answers as applicable.
Yes No ☐ ☐ Based upon your understanding of the market, do you feel that the federal PRIME CONSTRUCTION CONTRACTOR base has the capacity to deliver a large telecommunication infrastructure project between Fiscal Year (FY) 2026 and 2029 (i.e., 1,500 to 2,500 miles) at FEW AFB, WY.
If no, please provide a brief description as to why and/or what conditions the Government should consider (1-2 sentences). ____________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________ ☐ ☐ Based upon your understanding of the market, do you feel that the local and regional SUBCONTRACTOR base has the capacity to deliver a large telecommunication infrastructure project between FY 2026 and 2029 (1,500 to 2,500 miles) at FEW AFB, WY.
If no, please provide a brief description as to why and/or what conditions the Government should consider (1-2 sentences).
☐ ☐ Based upon your understanding of the market, would the Government and/or projects benefit from considering in Design-Build Indefinite Delivery Contract (IDC) (e.g., Single Award Task Order Contract (SATOC) or Multiple Award Task Order Contract (MATOC))?
If yes, please provide a brief description as to why and/or what conditions the Government should consider (1-2 sentences).
☐ ☐ Based upon your understanding of the market, would the Government and/or projects benefit from considering a phased Design-Build delivery method?
If yes, please provide a brief description as to why and/or what conditions the Government should consider (1-2 sentences).
☐ ☐ Are there any other significant factors that the Government should consider when determining the projects to include in FY 2025 and beyond time period that may affect biddability, availability materials, labor, etc.?
If yes, please provide a brief description as to why and/or what conditions the Government should consider (1-2 sentences).
☐ ☐ The project is planned to have incremental funding between FY 2025 and 2029. If a last increment is funded in FY 2029, and assuming all design is completed in prior FYs, what is a realistic period of performance, or completion date for the project? USACE seeks to establish realistic completion date(s) for the project within constraints of mission need and reasonable risk to potential offerors and the Government for contract period of performance / required completion date(s). An initial contemplated contract completion date of 2031 is considered; is this reasonable, or should alternate completion dates or timelines be considered?
If yes, please provide a brief description as to why and/or what conditions the Government should consider (1-2 sentences).
The Government has a permanent easement of 16.5 feet horizontally centered on the existing HICS cable. Any additional permanent easement (e.g., for manholes/handholes) or temporary easements to accomplish construction must be procured by separate USACE contract actions. The Government is interested in obtaining feedback from industry on feasibility of construction within the existing permanent easement, and/or realistic temporary construction easements and distance from the existing HICS cable that industry would reasonably identify as required for a biddable and constructable project. USACE is also seeking to ‘right size’ the separate Real Estate procurement contract efforts that are necessary to be completed prior to construction of the new telecommunications infrastructure to minimize impacts to affected property owners and streamline necessary Real Estate procurement.
Please provide a brief description as to why and/or what conditions the Government should consider (3-4 sentences).
Assuming 1-3” conduit is required at a minimum depth of bury of 5’, what would reasonable rates of daily production be for horizontal drilling, or open trench methods of installation?
Please provide a brief description as to why and/or what conditions the Government should consider (1-2 sentences).
USACE intends to develop a 35% level of design to support the Design-Build RFP. USACE is interested in feedback from industry on what design information, and to what detail industry would anticipate necessary for a biddable solicitation. Also, post award, USACE is interested in feedback from industry to define the level of detail and design information should be included in Design After Award. Intent is to understand if fully electronic deliverables or design packages, or if designs inclusive of drawing sheets are also necessary. Feedback on drawing scales, file formats, etc. will help inform the pre-solicitation design, solicitation, and post award design criteria. ________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________
The Government expects the Prime contractor to maintain insurance coverage for incidents involving injuries to contractor personnel at the worksite, particularly on a landowner's property. Coverage shall note that the landowners will be indemnified as per the requirements of this project, which obligates the contractor to protect the landowners from certain liabilities arising from the work. Please provide examples of past experience related to the stipulation of third-party liability coverage. Additionally, briefly explain why or what conditions the Government should consider in this regard (3-4 sentences).
This project involves coordination with the landowner regarding construction activities on private land. Effective communication with landowners is essential to accommodate their ongoing activities, such as livestock movement, pesticide spraying, and irrigation. Therefore, the Prime contractor will be required to implement a notification process consisting of 90-day, 30-day, and 7-day notifications, along with reasonable accommodations for landowner activities. Please briefly explain why or what conditions the Government should consider regarding this requirement (3-4 sentences).
