About this file
This is a Justification and Approval (J&A) document for a sole-source contract award to General Dynamics Electric Boat (GDEB) for the operation, protection, and maintenance of the SHIPPINGPORT (ARDM 4) floating dry dock at Naval Submarine Base New London in Groton, Connecticut. The contracting activity is the Naval Sea Systems Command, Fleet Support Contract Division (SEA 024), with PR Number N00024-25-NR-38001 and J&A Number 43,020.
The contract is a cost-plus-fixed-fee, level-of-effort (CPFF-LOE) procurement with a 12-month base period and four optional 12-month extension periods, covering May 2026 through May 2031. The estimated total contract value and specific hour requirements are redacted in the document. Funding is anticipated through Operations and Maintenance, Navy (O&MN) appropriations for fiscal years 2026–2030. This is a follow-on contract to N00024-21-C-4311. The justification for sole-source award cites 10 U.S.C. 3204(a)(1), establishing that only one responsible source exists. The Navy requires dry dock operators to be both nuclear-qualified and Navy-certified under NAVSEAINST 9210.12 for radiological work associated with U.S. Naval Nuclear Propulsion Plants. Initially, only GDEB and Huntington Ingalls Industries Newport News (HII-NNS) met qualifications. Following a sources sought notice posted September 16, 2024, HII-NNS declined to compete. A pre-solicitation notice was posted January 29, 2025, resulting in no other responses. The contracting officer determined anticipated costs are fair and reasonable. Approval was granted April 24, 2025, by Cristina M. Covalt, Director, Fleet Support Contracts Division (SEA 024).

The Government’s minimum needs have been verified by the certifying technical and requirements personnel.
4. Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority
Pursuant to 10 U.S.C. 3204(a)(1), GDEB is currently the only responsible source for the requirements covered by this justification. The Navy requires contractors who operate dry docks for submarine maintenance availabilities to be both nuclear-qualified and Navy-certified.
SHIPPINGPORT (ARDM 4) must maintain stringent certification standards and follow safety precautions required in the presence of nuclear reactors. Currently, only GDEB and Huntington Ingalls Industries Newport News (HII-NNS) possess the requisite nuclear qualification and Navy certification. In particular, these two companies are qualified under NAVSEAINST 9210.12 to conduct radiological work associated with U.S. Naval Nuclear Propulsion Plants.
On 16 September 2024, NAVSEA posted a sources sought notice to www.sam.gov identifying the Government’s intent to conduct a limited competition for the these SHIPPINGPORT (ARDM 4) requirements between GDEB and Huntington Ingalls Industries Newport News (HII- NNS). In response to this notice, HII-NNS notified the Government
Therefore, NAVSEA concluded that GDEB is the only contractor that can satisfy the Navy’s requirements.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
As discussed above, on 16 September 2024, NAVSEA posted a sources sought notice to www.sam.gov identifying the Government’s intent to conduct a limited competition for the operation, maintenance and protection of the SHIPPINGPORT (ARDM 4) between GDEB and Huntington Ingalls Industries Newport News Shipbuilding (HII-NNS). HII-NNS responded
On 29 January 2025, NAVSEA posted a pre-solicitation notice to www.sam.gov identifying the Government’s intent to issue this requirement on a sole source basis to GDEB. No responses were received. Additional market research was not conducted as GDEB is the only remaining interested company qualified to perform this work.
7. Determination of Fair and Reasonable Cost
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this justification will be fair and reasonable.
CUI 3
8. Actions to Remove Barriers to Competition
For the reasons set forth in Paragraph 5, NAVSEA has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NAVSEA will assess whether competition for future requirements is feasible.
As this is a follow-on for supplies previously awarded on a non-competitive basis, in accordance with DFARS PGI 206.304(a)(S-70)(i), the prior J&A was provided to the approval authority for review. Approval of this J&A signifies the approval authority has made the determination.
