About this file
This document is Addendum No. 1 for the Vernor Estates Water Main Replacement project issued by Hubbell, Roth & Clark, Inc. (HRC) on behalf of Bloomfield Township in Oakland County, Michigan. The addendum provides clarifications and updates to the original bid package, including pre-bid meeting minutes from April 8, 2025, and details about the Road Commission for Oakland County (RCOC) permit application. The addendum confirms that sealed proposals are still due on April 15, 2025, at 1:30 pm local time, and requires bidders to acknowledge receipt of this addendum by signing and including it with their bid submission.
The addendum specifies permit-related costs for bidders, with the RCOC permit application (No. 25-0457) requiring bidders to assume $250 for the permit fee, $500 for a deposit, and $3,000 for inspection fees, totaling $3,750. The $15,000 construction bond to RCOC is considered incidental to the contract. The project involves replacing approximately 13,558 linear feet of water main via pipe bursting and horizontal directional drilling, including 26 fire hydrants, 36 gate valves and wells, and reconnecting 168 water service lines across the Vernor Estates subdivision in Bloomfield Township.

Attn: Mr. Scott Sintkowski, P.E., Permit Engineer
Re: Bloomfield Township HRC Job No. 20230860 Permit Application for Vernor Estates Water Main Replacement
Dear Mr. Sintkowski:
On behalf of the Charter Township of Bloomfield, Hubbell, Roth & Clark, Inc. (HRC) is pleased to submit the attached permit application for construction in the RCOC right-of-way and an electronic copy (PDF) of the construction plans for the above-mentioned project for your review and approval. The Township will be soliciting bids for a project to install new public water main on Stoneleigh, Ardmore, Compton, Vernor, Barchester, Conmoore, Brightmore and Sandhurst in the Vernor Estates subdivision.
The project consists of installing new 8" and 12” HDPE water main via pipe bursting and horizontal directional drilling with some open-cut sections at valves, hydrants, fittings and connections to the Township’s water system. Installing new gate valves, fire hydrants and water service lines via open-cut or directional drilling where possible. Proposing to replace pavement on roads where removed at isolated excavations to install new water main and water service connections.
Pavement replacement cross-sections are shown on drawings. No lane closures on major roads are proposed. Daily lane closures on residential streets during utility installation as work progresses through neighborhood. Two-way traffic will be maintained using flag control as needed. Access to driveways will be maintained during construction.
If you have any questions or require any additional information, please contact the undersigned.
Very truly yours, HUBBELL, ROTH & CLARK, INC.
