About this file
This document is a Justification for an Exception to Fair Opportunity for a Storage as a Service (SaaS) Bridge Contract from the Department of Justice (DOJ). The DOJ's Justice Management Division (JMD) is proposing to issue a sole source task order against NASA's Solutions for Enterprise-Wide Procurement (SEWP) V Government-Wide Acquisition Contract to Alvarez and Associates, LLC for storage and backup services. The requirement is for a secure, durable, and highly scalable storage-as-a-service solution that provides enterprise-level storage, backup, restore, and archive capabilities with reliable redundant architecture, performance rebalancing, and data-at-rest encryption.
The justification notes that Alvarez is the current contractor performing services under task order 15JPSS19F00000871, and the DOJ determines it would not be cost- or time-effective to change vendors while preparing for a new platform, especially for only a six-month period. The Contracting Officer has confirmed that the pricing will remain the same as the current period of performance, which was previously determined fair and reasonable. The document cites Federal Acquisition Regulation (FAR) 16.505(b)(2)(i)(C) as the statutory authority for this sole-source procurement, emphasizing that all potential awardees were originally given a fair opportunity to compete for the initial contract.
