Summary: Lafitte Cove Dredging Reference Map

This is a reference map document prepared for Escambia County, Florida, related to the Lafitte Cove Dredging project. The map illustrates the geographic location and boundaries of the dredging area at the Lafitte Cove Canal entrance, the permitted 200' x 65' dredge zone, and the upland disposal site located south of Pensacola Beach Boulevard near the Water Towers where dredged material must be transported. The map serves as a visual reference for bidders to understand the project scope, identify the mechanical dredging area to be excavated to -5.0' Mean Low Water, and locate the approved material disposal location. Prospective marine contractors must submit electronic bids through the OpenGov Procurement portal by December 3, 2025, at 10:00 a.m., with a deadline for submitting questions by November 24, 2025. All work must be completed by March 14, 2026. The contract will have an initial one-year term with options to renew for two additional one-year periods, for a potential total of 36 months, with dredging operations anticipated to occur two to three times annually during February, July-August, and October-November, contingent upon County approval and environmental considerations.

The project requires bidders to submit pricing on a lump sum basis with two line items: mobilization/demobilization costs and per-cubic-yard removal and transport costs for approximately 800 cubic yards per dredging event. Bidders must demonstrate completion of at least one similar dredging project within the past three years and maintain comprehensive insurance coverage including workers' compensation, general liability, business auto liability, and maritime coverage with aggregate limits ranging from $1,000,000 to $2,000,000 per occurrence. Required certifications include Florida business authority, current business tax receipt, drug-free workplace certification, and E-Verify compliance. Dredging operations are prohibited during protected shorebird nesting season unless absolutely necessary for navigation maintenance. Funding is provided through Escambia County's public works budget, with contract continuation subject to annual Board of County Commissioners approval and fund appropriation. Local business preference provisions may apply based on bid amount and proximity to Community Redevelopment Areas.
