The Contracts listed above were approved under a prior Justification and Approval for the period from July 27, 2024, to July 26, 2025.

The period of performance (PoP) for the extensions is July 27, 2025, to October 26, 2025. The extension is intended to cover the time needed to award the follow-on contracts and conduct a thorough turnover.

3. Description of Services.

Services required include labor and supervision to equip, provision, supply (including medical supplies), replace, renew, update, maintain, or repair structures, equipment, machinery, outfitting, spare parts, and supplies in accordance with regulatory body and classification society requirements. The Contractor shall provide administrative support to ensure that all contract requirements are accomplished in a timely and efficient manner.

Administrative support includes management personnel, technical support, supplies, materials, and services necessary to maintain and operate assigned ships, to the extent that such materials, reporting, and services are not specified as being provided by the Government.

4. Statutory Authority Permitting Other Than Full and Open Competition.

10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Rationale Justifying Use of Cited Statutory Authority.

The RRF ships operated under the contracts listed in Section 2 perform a mission that is critical to national security. The RRF is a subset of vessels within MARAD's National Defense Reserve Fleet (NDRF) ready to support the rapid worldwide deployment of U.S. military forces. As a key element of Department of Defense strategic sealift, the RRF primarily supports transport of Army and Marine Corps unit equipment, combat support equipment, and initial resupply during critical surge periods -- the period of time before commercial ships can be secured for similar support. The RRF provides nearly 50% of government-owned surge sealift capability. The RRF ships will continue their missions for the foreseeable future. Therefore, the U.S. Government cannot afford a break in service.

Solicitation 693JF722R000009 for follow-on RRF Ship Management Services was issued on December 21, 2022. The solicitation closed on September 29, 2023, with multiple proposals received. Two rounds of discussions were conducted with offerors in the competitive range.

Amendment 22 was issued on December 3, 2024, requesting Final Proposal Revisions, with a due date for proposals of December 20, 2024.

MARAD was prepared to issue award notices to the successful offerors of the 20 contracts resulting from the ship manager solicitation on June 16, 2025, which would have allowed for phase-in/phase-out requirements to be conducted and contract PoPs to begin prior to July 26, 2025. However, due to the recent change in administration, additional time was required to brief incoming leadership on the award.

Due to the critical nature and immediate urgency needed to fulfill a national security mission, MARAD meets the requirements to limit full and open competition in accordance with FAR 6.302- 1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer will determine the anticipated cost to the Government of the services covered by this J&A to be fair and reasonable prior to award.

8. Actions to Remove Barriers to Future Competition.

No action will be implemented to remove barriers to future competition at this time. As stated in section 5 of this document, MARAD is ready to award to offerors that submitted proposals under a full and open competitive solicitation for Ship Management Services for the RRF ships.
