About this file

This document is a Notice of Intent to Award from the Michigan Department of Technology, Management & Budget (DTMB) Printing Services for Request for Quote (RFQ) #25*0395, titled "2025 Your Guide to EGLE Self Cover". The RFQ solicits bids for printing 1,000, 2,500, and 5,000 units of a guide, with interested bidders evaluated on pricing, turnaround time, Michigan-based printing, and vendor experience. The procurement process allows for vendor protests to be submitted electronically through Vendor Self Service by a specified deadline.

Three vendors submitted bids: Lightning Litho, Lawson, and BRD Printing. Lightning Litho was recommended as the award recipient, offering the lowest pricing across all quantity ranges ($1,100.64 for 1,000 units, $1,650.33 for 2,500 units, and $2,459.64 for 5,000 units). The evaluation process emphasizes best value to the State of Michigan, considering factors beyond price such as turnaround time and vendor capabilities. The print consultant for this project is Brad Schumann, who can be contacted at 517-636-6143 or SchumannB@michigan.gov for additional information about the solicitation.
