About this file
This is a Scope of Work document from the Colorado Department of Transportation (CDOT) for Non-Project Specific Traffic Engineering Services. The scope defines comprehensive traffic engineering support across five primary service categories: Traffic Operations Support, Traffic Design Support, Training & Blended Team Project Delivery, Construction Engineering Support, and ITS Component Support. Traffic Operations Support includes traffic data collection, traffic studies utilizing Streetlight data and approved modeling software (VISSIM, CORSIM, SYNCHRO, HCS), safety analysis using Highway Safety Software, construction phasing analysis, incident management plan development, accident analysis, signal timing optimization, and miscellaneous day-to-day operations support. Traffic Design Support encompasses design and delivery of construction plans and specifications for roadway reconstruction, traffic signals, vehicle detection systems, interconnect systems, pavement markings, signage, intelligent transportation systems devices, intersection designs, surveying, structural shop drawing review, geotechnical recommendations, hydraulic engineering services, construction and freeway guide signing plans, railroad crossing design and coordination, and Subsurface Utility Engineering (SUE) design services. The consultant must provide Professional Engineer stamps from Colorado to certify designs.
Training & Blended Team Project Delivery requires the contractor to perform, review, train, and provide technical support on various traffic operation models, train CDOT personnel on specialized software, research and demonstrate innovative implementations, coordinate with the Maintenance Training Manager on statewide employee development, and provide design support as a blended team on complex traffic projects such as roundabouts and corridor reconstructions. Construction Engineering Support includes constructability reviews, construction management and inspection, materials testing per CDOT standards, change order preparation and review, construction traffic control management, utility installation oversight, and as-constructed utility data collection. ITS Component Support requires development of plans and specifications for ITS and telecommunications projects, corridor planning analysis for fiber optic backbone implementation, and development of transportation-specific software. Miscellaneous support includes Access Management/Control studies, local agency project plan reviews, traffic impact study reviews, technical assistance, expert testimony, structural inspection of traffic signal poles and ITS structures, data management services, and provision of accessible documents meeting CDOT requirements.
The document does not specify pricing terms, set asides, incumbents, funding sources, contract award dates, or renewal options. No specific performance timelines, response dates, or bidders' conference information is provided in this scope document. The scope indicates that work assignments may include any shift in a 24-hour day and project sites may be located anywhere within Colorado. The document emphasizes compliance with CDOT standards, City and County requirements, MUTCD standards, ASCE 38 standards, and CDOT accessibility requirements for all deliverables.
