About this file

The document is a Statement of Need for two double-wall horizontal storage tanks for the 55th Civil Engineering Squadron at Offutt Air Force Base. The Air Force requires two 18,000-gallon tanks constructed with carbon steel exterior, stainless steel interior, and corrosion-protected interstitial space, specifically for storing anti-icing and de-icing chemicals for airfield pavement surfaces. Key specifications include external fluid level sight gauges, a gasoline transfer pump, a 3" plumbing kit, manway access, tandem axle mobility, and a fifth-wheel plate attachment, with no galvanized, zinc, or brass components.

The pre-solicitation opportunity (Solicitation Number: FA4600StorageTankers) is being conducted by the Department of the Air Force Air Combat Command for market research purposes under NAICS Code 332420 - Metal Tank (Heavy Gauge) Manufacturing. Delivery is required by November 1, 2025, to the base located at 301 Peacekeeper Drive, Offutt AFB. The contractor will be expected to provide one on-site training session, with tank offloading and anchoring to be performed by other personnel. The government is open to alternative materials that might meet or exceed the specified stainless steel requirements for corrosion resistance.
