1.10.6 Sound system with line level input from the announcer’s equipment with standard XLR-3F connector, line level program on either XLR-3M or ¼” phone connector for headphone monitoring.
1.11 Contractor Requirements. The Contractor shall meet the following requirements to perform the airshow announcer series under the SOW.
1.11.1 Due to the Tinker AFB 2025 Air Show being a complex air show, the contractor must provide equipment necessary to enhance production value, including music playback and provision for connection of other performer’s music playback equipment, 2-way VHF air band communication with aircraft for “live from the cockpit” retransmissions, plus receive only of UHF aircraft frequencies for retransmissions, if necessary.
1.11.2 The air show announcer shall have experience at a minimum of 25 complex air shows as defined by the Federal Aviation Administration Order 8900.1, Volume 5, Chapter 9, Section 6. The Tinker AFB Air Show historically attracts over 100,000 spectators and occurs during severe weather season in Oklahoma. Specifically at the 2019 Tinker AFB Air Show, a weather event required unplanned action by the announcer to ensure the crowd safety during a microburst. This experience requirement provides the Tinker AFB 2025 Air Show with an announcer capable of mitigating crowd control safety concerns that have historically occurred.
1.11.3 The air show announcer shall have conducted 25 air shows providing air show announcer operations with Department of Defense-sanctioned demonstration teams (Thunderbirds, Blue Angels, and Snowbirds). These acts provide their own narrators, which requires experience executing hand-off between the act-provided announcer and air show announcer to provide the appropriate crowd experience.
1.12 Government Contractor. The contractor and its employees will perform services under this contract in accordance with the terms and conditions of this contract including the SOW as a contractor and not as a government agent or employee or joint venture. The contractor and its employees are employed to render air show announcer services only, and any payment made by Government, are compensation solely for such services rendered.
