About this file

This is a Special Notice announcing an Industry Day event for two Air Force Research Laboratory (AFRL) programs: MAINSAIL (Maritime Automated Ingestion for Scene-Aware Identification and Localization) and ATOMATA (Air Target Optimization & Autonomy Activity). The event will be held on February 11-12, 2025, from 0900-1600 hours at Wright Patterson AFB, OH, at the SECRET security level. Registration deadline is February 4, 2025, and attendance is limited to US citizens and US companies only, with a maximum of two employees per company.

The MAINSAIL program focuses on developing maritime domain awareness capabilities through machine learning and ATR models for EO/SAR imagery, while ATOMATA aims to improve air-to-air combat identification using the JMAC algorithm. The Industry Day will include briefings on both programs, with opportunities for industry feedback and discussion. Key objectives include sharing program scope, technical timelines, and opportunities for industry involvement in areas such as operations research, systems engineering, and software development. The event format includes morning check-in, program briefings, lunch break, and concludes with a Q&A session. Electronic devices are not permitted, and all formal briefings will be distributed via SIPRNet after the event.

2025 MAINSAIL and ATOMATA Industry Day

Reference Number: AFRL/RYA Multiple-Authority Announcement (MAA) - FA2377-25-S-1207

Notice Type: Special Notice; AFRL/RYA Maritime Automated Ingestion for Scene-Aware Identification and Localization (MAINSAIL) Industry Day & Air Target Optimization & Autonomy Activity (ATOMATA) Industry Day

This Special Notice is for informational planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor participation in this Industry Day.

The United States Air Force’s Air Force Research Lab Sensors Directorate will conduct a MAINSAIL & ATOMATA Industry Day event Tuesday/Wednesday 11-12 February 2025, 0900-1600 hours, at Wright Patterson AFB, OH. The Industry Day will take place at AFRL Sensors Directorate, Wright-Patterson AFB, Area B, Building 600, located at 2241 Avionics Circle. The Industry Day will be conducted at the SECRET security level. (MAINSAIL PM: Mr. Jacob Prichard, AFRL/RYA, jacob.prichard.3@us.af.mil, ATOMATA PM:

Alistair Hildenbrandt, AFRL/RYA, alistair.hildenbrandt@us.af.mil)

Attendees can expect to be provided informational Government briefings and participate in discussions regarding MAINSAIL and the ATOMATA Programs.

Due to the nature of the topic, this event is open to US citizens and US companies only, with a maximum of two employees per company. Attendees will need to provide clearances upon registration.

Deadline for registration is Tuesday, 04 February 2025. This event will be held over two days, with the same presentation both days. A detailed agenda will be provided to confirmed attendees no later than Thursday, 06 February 2025. Questions and feedback from industry are encouraged. All formal briefings of the MAINSAIL/ATOMATA will be released to the participants in a final package via SIPRNet after Industry Day has concluded. Laptops, cell phones and other electronic devices will not be permitted at the event.

MAINSAIL

MAINSAIL Problem Statement & Objective:

MAINSAIL is focused on advancing maritime domain awareness (MDA) capabilities to help identify and localize maritime targets in imagery from overhead assets. The primary objective of MAINSAIL is to develop and integrate new technologies to enhance MDA, with focus on 1) leveraging machine learning Automatic Target Recognition (ATR) models for electro-optical (EO) and synthetic aperture radar (SAR) imagery, 2) identifying and exploiting non-imagery contextual information to constrain predicted future locations, 3) representing knowledge about the targets with modern data structures, preferably with ontological support, and 4) associating target ATR and contextual data to identify past locations and predict future locations. The architecture will be demonstrated with software-in-the-loop scenario models.

MAINSAIL will provide a Technical Readiness Level (TRL) 5 MDA solution that can enhance maritime mailto:jacob.prichard.3@us.af.mil mailto:alistair.hildenbrandt@us.af.mil security and situational awareness.

MAINSAIL Industry Day Vision:

This is a collaborative event intended for the Government to expand upon this AFRL effort and highlight opportunities for Industry involvement. These opportunities include operations research, mission modeling, systems engineering, technical and program analysis, software development, rapid systems integration, and technology demonstration.

MAINSAIL Industry Day Goals:

The goal of the event is to allow the Government to share information and objectives regarding this AFRL/RY-led effort. This industry day will enable synergy between this AFRL effort and Defense Industrial Base to ensure warfighter needs are met in an operationally relevant timeframe.

Provide insight to the scope of the MAINSAIL program and related RY technology as well as notional technical timelines Gain understanding of Industry technologies and developments Communicate technical needs and opportunities for Industry partners Collect feedback on industry inputs to address the warfighter needs

ATOMATA

ATOMATA Problem Statement and Objective:

The AFRL/RYA Air Target Optimization & Autonomy Activity (ATOMATA) program seeks to improve air-to-air combat identification performance using the existing Joint Multi-sensor Automated Combat ID (JMAC) algorithm. The primary focus of Sensing Operation Using Prediction (SOUP) will be investigating distributed operation. Objectives of SOUP are: 1) Tracking, track association, and sensor resource management algorithms that support current and enhanced Joint Multi-Platform Advanced Combat ID (JMAC) feature fusion. 2) Options for distributed JMAC operation and characterizations of each. 3) Experiments characterizing the impact on combat identification performance of tracking, track association, and sensor resource management; additional sensors and features; and additional platforms and geometries. 4) An environment supporting multi-platform, multi-sensor/phenomenology closed loop tracking and sensor management algorithm development and experimentation. 5) Collaboration across ATOMATA components including JMAC enhancement, Comprehensive Performance Assessment of Sensor Exploitation (COMPASE) Test and Evaluation (T&E), and COMPASE Modeling and Simulation (M&S).

ATOMATA Industry Day Vision:

This collaborative event is intended for Government and Industry to highlight innovative ISR sensing capabilities, architectures, autonomy solutions, sense making technologies (detection, tracking, identification, and predictive analytics), and technologies ready for rapid integration on future Government research and development programs. This meeting is an initial industry exchange for the ATOMATA program and also includes an opportunity for discussion on the JMAC enhancement, COMPASE T&E, and COMPASE M&S.

ATOMATA Industry Day Goals:

The goal of the event is to allow the Government to share information and objectives regarding this AFRL/RYA-led effort. This industry day will enable synergy between this AFRL effort and Defense Industrial Base to ensure warfighter needs are met in an operationally relevant timeframe.

Provide insight to the scope of the ATOMATA program and related RY technology as well as notional technical timelines Gain understanding of Industry technologies and developments
