About this file

This document is a Justification for Other Than Full and Open Competition (J&A) for a Third Party Payment System (TPPS) contract extension by the United States Transportation Command (USTRANSCOM). USTRANSCOM requires a second 15-month extension to contract HTC71119DD001 through 31 March 2027, which will enable completion of an ongoing source selection for a follow-on Indefinite Delivery Indefinite Quantity (IDIQ) contract and provide a one-year implementation period. The TPPS delivers a commercial payment and accounting system that processes approximately 1 million transportation transactions monthly, with a fixed processing fee charged against each Transportation Service Provider (TSP) invoice. The contract is not funded by the government, and processing fees are paid directly by TSPs. Beyond the Department of War (DoW), seventeen federal agencies rely on this service, including the Departments of Energy, Health and Human Services, State, Veterans Affairs, and other federal entities.
