BACKGROUND AND INFORMATION FOR CONTRACT
The New York District, U.S. Army Corps of Engineers (District) is preparing plans and specifications for the Fire Island Inlet to Montauk Point, Suffolk County, NY, Contract 7a Project.
This FIMP nonstructural contracts (contracts 6-10) center on the implementation of nonstructural measures for over 4,000 structures within 10-year floodplain the south shore of Suffolk County, Long Island, NY. The nonstructural measures reflected within the overall FIMP nonstructural contracts include elevation (raising), acquisition, wet floodproofing, dry floodproofing, and ringwalls. It is notable that while ringwalls were grouped with nonstructural measures in the Final General Reevaluation Report nonstructural analysis, ringwalls are classified as structural measures, per USACE PB 2016-
01. Nonstructural measures in the FIMP project are retrofits intended to mitigate damage due to flood risk by reducing or vulnerability to floodwaters. Elevation (voluntary) raises the structure to the design flood elevation (DFE), thus mitigating exposure to floodwaters.
Acquisition (mandatory) removes the structure and returns the property to the floodplain. Floodproofing improves resiliency to floods. Wet floodproofing modifies the structure to allow for safe flow of water to balance hydrostatic and hydrodynamic forces through the building. Dry floodproofing modifies the structure to prevent the entry of waters into the building.
FIMP Contract 7a Nonstructural Elevation IDIQ Project is intended to be executed as a performance work statement contract for nonstructural home elevation of up to 10 to 15 homes. It is notable that this project scope reflects “up to” as homeowners are not obligated to remain part of this program until after 100% design is completed, after which point real estate documents are executed and participation is finalized. Therefore, fewer than 15 homes could ultimately be included and elevated in this pilot.
This contract seeks to include all elements of home elevation. The scope of this work includes, but may not be limited to, initial screening to determine the suitability of structures to be raised, design, construction, and post construction activities. The list of tasks included within this market survey may not be exhaustive and is provided to showcase an overview of anticipated tasks relating to industrial hygiene (lead, asbestos, and mold), engineering/architectural, and cultural resources assessments. The scope of preliminary engineering/architectural investigations includes documentation of existing conditions assessments, including the development of measured floor plans showing load bearing walls and foundation element details, pertinent structure elevations, such as, the existing first floor elevation; existing grade; the elevation of the basement (if applicable); boundary/property line surveys; electrical and mechanical equipment such as HVAC and boiler units; and utility connections. Screenings shall also assess the structural integrity of the home to ensure that it is in a condition able to be safely elevated. If a home is in a Town with septic tanks or leeching pools (not connected to sewer), septic inspections may also be required to determine functionality of the existing system to determine whether upgrades will be required. It is notable that this septic inspection may be a homeowner responsibility rather than a contractor responsibility. If the septic inspections task is applicable, it will require signature from a New York State licensed Professional Engineer (P.E.) or Registered Architect (R.A) to fill Suffolk County Department of Health Services Office of Wastewater Management. As part of the screening tasks, the contractor shall also identify potential effects on cultural resources by identifying homes which may be eligible for the National Register and to determine whether a historic property will be adversely affected by the proposed elevation. Adverse effects shall be mitigated.
The scope of design work includes the design for the new foundation system and connections following the appropriate design codes, including but not limited to the American Society of Civil Engineers (ASCE)/Structural Engineering Institute (SEI) 24-24, Flood Resistant Design and Construction, ASCE/SEI 7-22 Minimum Design Loads and Associated Criteria for Buildings and Other Structures, and New York State and local building code requirements. The Designer of Record shall be a registered Professional Engineer with active licensure in New York State. It is notable that geotechnical borings
Long, Devin M CIV USARMY CENAD (USA) I know we did this for the pilot but that was for urgency in getting the solicitation out. Moving forward is this something we should throw on the homeowners?
Yuen, Chelsea M CIV USARMY CENAN (USA) I don’t know if a final decision was made, but I do recall HQ expressing doubts about Corps ownership. I’ve noted so that we can go in either direction.
and analysis shall be required at each home. Floodproofing actions may be associated with the elevation such as filling of basement, protection of utilities, and raising AC and/or louvers as appropriate to each home.
The scope of construction work includes, but may not be limited to, disconnect utilities, excavation around building footprint, evenly jack up the structure with appropriate cribbing/supports, install new foundation elements, install new foundation elements and floor where slab separation was required, lower house and secure to new foundation, and reconnect utilities.
It is notable that this project shall follow Design Flood Elevation (DFE) established in accordance with USACE policy and guidance. The project provides flood mitigation risk by elevating the structure to the Design Flood Elevation (DFE), which is established as the 1% Annual Exceedance Probability (AEP) flood elevation as established by accepted FEMA flood maps (500 + 3.5’ freeboard instead of at its existing elevation). While residual risk of flooding remains in the event of higher flood events, it significantly reduces the frequency of flooding a structure may be subject to. Basements shall be filled and abandoned or prohibited from future development to prevent reintroduction of risk as part of the agreement to participate in the FIMP project.
Construction cost is in the range of $2,000,000 to $45,000,000.
OPERATIONAL CONSTRAINTS
The Contractor will conform to all local, state, and federal laws while carrying out the construction process for this project.
The Contractor shall prepare and submit a schedule of operations that is to include the screening activities, design, permitting, construction and close out. Prior to entering the construction phase the contractor shall prepare and submit site-specific safety and health plan to the government for approval prior to mobilization.
SURVEY OF THE CONSTRUCTION CONTRACTOR INDUSTRY
The following is a confidential survey questionnaire designed to apprise the US Army Corps of Engineers, NY District, of any prospective construction contractors’ project execution capabilities. Please provide your response to the following questions. At the end of this survey, you will be asked to provide your comments.
General
The proposed project is for nonstructural home elevation work.
1. Description of project:
The FIMP Contract 7a Project is a performance work statement, indefinite deliverable indefinite quantity (IDIQ), single award task order contract (SATOC) contract for nonstructural home elevation of up to 10 to 15 homes. The contract consists of nearly all elements of the elevation, including initial screening, the completion of design, and the construction, including acquisition of all required permits for construction, to elevate each structure to its respective Design Flood Elevation, as stated above. It is notable that this project scope reflects “up to” as homeowners are not obligated to remain part of this program until after 100% design is completed, after which point they will sign documents which will firmly commit them to the project. The scope of work can be found within the “BACKGROUND AND INFORMATION FOR CONTRACT” section above.
If homes are identified to be ineligible or not recommended for elevation, the contractor shall notify the U.S. Army Corps of Engineers. Homes must be compliant building codes and hold with existing Certificates of Occupancy and, to the greatest extent observable, be free of industrial hygiene concerns. If any issues were identified in screening, homeowners must be notified of cure actions and all homes participating will be required to resolve or abate these items prior to initiation of the design or construction phase.
Known considerations include small lot size (requiring zoning variances) in the Town of Babylon and septic tanks in the Town of Brookhaven. In both neighborhoods, the project area has a high water table. Contractor shall take these factors into consideration when responding regarding capacity.
2. The North American Industry Classification System (NAICS) code is 236118 (Other Residential Remodelers). The Small Business Size standard is $45,000,000.
