About this file
This document is a Justification for an Exception to Fair Opportunity for a Fiscal Year 26 Maritime Portal Subscription by the United States Transportation Command (USTRANSCOM). The procurement is for a 35 Concurrent User Maritime Portal (Gold) Subscription from S&P Global (dba IHS Global, Inc.), which will be awarded as a Firm-Fixed Price task order against the Library of Congress Federal Library and Information Network contract. The anticipated performance period is from 23 October 2025 through 22 October 2026.
The Maritime Portal subscription provides critical maritime operational capabilities, including AISLive and SeaWeb services that offer real-time ship locations, port information, commercial shipping data, and advanced planning tools. The justification for sole-source procurement is based on the unique, proprietary nature of the portal's data generation methodologies and integrated tools, which are essential for sealift mission planning. Specific capabilities include detailed pier data, commercial vessel characteristics, map planning tools with navigation rules and risk mitigation features, and comprehensive maritime information consolidation that enables real-time course-of-action development for senior leaders.
