About this file
This document is a Justification for Other than Full and Open Competition for the U.S. Department of Energy's Environmental Management Consolidated Business Center (EMCBC). The agency intends to award a non-competitive contract to LRP Publications for a subscription to cyberFEDS®, an online employment law database service. The contract is for eleven (11) licenses, running from October 1, 2025 through September 30, 2026, at a cost of $11,693.00.
The justification cites FAR Part 6.302-1, stating that LRP Publications is the only provider of cyberFEDS software and no other sources can satisfy the agency's requirements. The service is critical for the EMCBC Office of Chief Counsel, providing legal professionals with access to federal employment news, case decisions, policies, guidance, and tools. The agency acknowledges the lack of competition and will reconsider seeking alternative solutions in future acquisitions. The document is signed by Thomas Aug (Requestor) and Chris McFarland (Contracting Officer), certifying the accuracy and completeness of the justification.
