A. New Plots (n=709)

1. Plot Location Determination. Provided vicinity map (Exhibit 7) provides a general overview of plot locations. Digital PDF stand maps will also be provided at prework conference. The coordinates in decimal degree format of the plot locations for each stand will be provided at contractor request prior to contract initiation.

2. A shapefile of the sample plot locations to be measured within each stand have been created. They may be requested from COR prior to contract initiation.

3. Plot numbers have been pre-assigned for each plot in each stand.

4. Locating Plot Center. Upon arrival at the specified coordinates, Contractor shall check to see if he/she is at the correct sample plot location and adjust as necessary. Contractor shall locate the sample plot location on the ground. Installing plots in the wrong stand shall result in rejection of data.

5. If a pre-generated GPS plot falls in an area that is not representative of the stand (i.e. road corridor, body of water, or home sites), offset one chain to capture representative species while staying in stand boundary and collect coordinates for this new plot location.

2) Plot Center Identification/Flagging

A. Contractor shall identify sample plot centers with a marker that will be a wire pin flag, or other marker as agreed upon at the pre-work conference. The top of the marker shall be at least one foot above surrounding duff, litter, and downed woody debris to contrast with natural surroundings. Upon inspection, the center point of the marker where it intersects the ground shall be used as plot center. The Contractor shall mark sample plot centers on the ground with materials and methods that ensure they can be recovered for a minimum of one year from the date established.

B. Flagging shall be tied to the marker, and so that it is visible above the plot center. The location, stand, plot number, and examiner’s initials shall be written legibly on the flagging or wire flag using a waterproof marker. For example: "US0102, Stand 209, plot l, examiner’s initials”. In addition, a 1’ piece of flagging will be placed at the end of the Brown’s transect. A piece of flagging will also be tied around each selected site tree at DBH. Where possible, tree cores will also be flagged and placed back in the core hole. Specific materials and flagging color will be agreed upon at the pre-work conference.

D) Tree Form (CSE)

Begin recording standing tree data on the Tree form at azimuth 360 (North), progressing in a clockwise direction around plot center. Trees shall be recorded in the following order:

a. Live Trees and Dead Standing trees located on the variable radius plot (greater or equal to 5” DBH).

b. Live Trees located on the small fixed radius plots (under 5” DBH).

All tree data fields, whether required by Contract or not, are included on the tree data form provided in the exhibits. Fields not specifically required by Contract are to be skipped on the form.

Amend Common Stand Exam User Guide, Chapter 4, Tree Data with the following:

Site Trees. 3 site trees will be collected per stand. Site trees will be representative of the major dominant species comprising the cover type of the stand and are in the dominant or co-dominant crown class. Make every effort to sample the same species in each stand, but multiple species are acceptable per stand if representative. Acceptable site tree species are listed in Exhibit 5 -- List of Acceptable Site Tree Species. They should be growing in a representative site location and show no evidence of insect, disease, or physical damage that would affect the height over age relationship. Flag selected site trees and flag and place core back in the core hole for inspection.

Height. Heights will be required for all trees recorded.

Damage. The presence or absence of Mountain Pine Beetle and Dwarf Mistletoe will be checked on all trees. Always record if present regardless of what other damages have been recorded. For all other damages record only those significant damages that are most affecting tree growth and/or longevity. For all trees, a maximum of 3 damages will be recorded. If a tree has no significant damage, record no damages for that tree.

The following items, except as noted, are required to be collected by Contractor for each tree on the plot, for the specified exam level. Detailed information and lists of valid codes for each data field are found in the Common Stand Exam User Guide and Appendices (see Government Furnished Property). 11.0 Performance Requirement Measures

A. Contractor Quality Control Plan

The Government may observe or re-inspect the Contractor’s plots at any time. Plots shall be marked and identifiable on the ground. The government shall use the forms included in Exhibit 1 - Plot Inspection Forms for inspections, unless an alternate form is agreed upon at the prework conference.

For requirements included in 3.0A, the government will inspect at least 3% of the Group’s plots to ensure compliance. Inspections will only be inspected on completed plots turned in digitally. The data submitted shall load successfully into FSVeg and run through the program without fatal errors or it will be returned for rework.
