Summary

This is a project bid package and contract document for the City of Dacula, Georgia, funded through a 2025 Community Development Block Grant (CDBG) administered by Gwinnett County for the Sanjo Street Widening, Paving, Drainage, and Sidewalk Improvements Project. The scope includes demolition of the existing one-way asphalt road, widening to accommodate two-way traffic at 26 feet from curb to curb, installing new base and pavement sections, constructing new storm drainage systems with reinforced concrete pipe and curb-hood-grate structures, and replacing sidewalks and driveway aprons. The project also requires demolition of a residential structure at 381 Harbins Road, with asbestos removal documented in a pre-demolition survey. A pre-bid conference is scheduled for January 8, 2026, at 3:30 PM, with sealed bids due January 22, 2026, at 3:30 PM at Dacula City Hall. The contract completion period is 180 consecutive calendar days from notice to proceed, with liquidated damages assessed at $500 per day for delays. All bidders must register with the City of Dacula to receive addenda and clarifications. A site visit is mandatory for bidders to determine exact scope and quantities.

The project is funded through 2017 SPLOST/IGA, 2025 Local Road Assistance (LRA), and FFY 2025 Gwinnett County CDBG program funds, requiring compliance with all federal statutory and regulatory requirements including Davis-Bacon prevailing wage standards, Section 3 employment requirements for low- and very low-income persons, and Build America Buy America (BABA) domestic content preferences. Bidders must submit a 5 percent bid bond, 100 percent performance and payment bonds, and must be approved contractors with Gwinnett County for water line work. The award will be made to the lowest responsive, responsible, qualified bidder based on a lump-sum, fixed-price proposal. Contractors must submit a detailed schedule of values, certificate of insurance, security and immigration affidavits, and subcontractor lists prior to the pre-construction meeting. Retainage is set at 10 percent until 50 percent project completion is achieved, then reduced to no retainage if schedule and quality requirements are met. All asphalt pricing must be based on the current Georgia Department of Transportation Asphalt Cement Price Index at bid opening, with adjustments made as a change order or credit based on index prices at purchase. The project emphasizes minority and female-owned business participation and Section 3 compliance for directing employment and contracting opportunities to low- and very low-income residents.

The contractor will not subcontract with any subcontractor where the contractor has notice or knowledge that the subcontractor has been found in violation of the regulations in 24 CFR part 135.

E. F. Noncompliance with HUD's regulations in 24 CFR part 135 may result in sanctions, termination of this contract for default, and debarment or suspension from future HUD assisted contracts.
