About this file
The document is a Request for Qualifications (RFQ) issued by the Henry County Water Authority (HCWA) for As-Needed Professional Engineering Consulting Services for water and sewer infrastructure design. HCWA is seeking to select three or more qualified engineering consulting firms registered in Georgia to provide professional services on an as-needed basis for a three-year period, with potential renewal options for two additional one-year periods. The RFQ was made available on Wednesday, October 8, 2025, with a submission deadline of Friday, November 7, 2025 at 2:00 PM EST. Interested firms must submit a Statement of Qualifications (SOQ) online through Bid Net Direct, with all submissions limited to 20 pages and following specific formatting guidelines.
The scope of services includes water and sewer system design activities such as designing distribution and sewer systems, hydraulic modeling, preparing technical specifications and bid documents, permitting, regulatory compliance, construction management support, and infrastructure planning studies. The RFQ emphasizes that design work for treatment plant upgrades is not part of this solicitation. Firms will be evaluated based on criteria including experience, qualifications, understanding of HCWA's needs, approach and methodology, cost-effectiveness, communication processes, references, and past performance. The Authority encourages diversity by asking contractors to consider Minority-Owned, Veteran-Owned, and Woman-Owned businesses as subcontractors, though no preferences will be given in the evaluation process.
