About this file
This document is Addendum No. 1 to the Project Manual for the City of Gardner, Massachusetts, related to a Request for Qualifications (RFQ) for On-Call Professional Engineering and Environmental Consulting Services (Project Number 2025-939). The addendum, issued on April 25, 2025, provides critical clarifications to the original RFQ, specifically correcting the deadline for submitting questions to 12:00 PM on Friday, May 2, 2025, while maintaining the original proposal submission deadline of May 9, 2025 at 12:00 PM. Bidders are required to acknowledge receipt of this addendum by inserting a separate "Statement of Acknowledgement" document within their response materials, with failure to do so potentially resulting in disqualification.
The addendum also reveals that the City of Gardner currently has two active agreements for similar services with Tighe & Bond and Fuss & O'Neill, which are set to expire on June 30, 2025. This information provides context for the current procurement process and indicates that the city is seeking to establish new on-call engineering and environmental consulting service agreements. The document emphasizes the importance of carefully following submission instructions and provides transparency about the current service providers, which may be valuable information for potential bidders preparing their qualifications for the new contract opportunity.

AND ENVIRONMENTAL CONSULTING SERVICES
REQUEST FOR QUALIFICATIONS
2025-939
GARDNER, MASSACHUSETTS
Issued April 25, 2025
The following changes, additions, and/or clarifications are hereby made to the Project Manual for the above-captioned project under the provisions of Section B (Questions and Clarifications) of the Qualification Submittal Instructions.
Acknowledge receipt of this addendum by inserting a separate document entitled “Statement of Acknowledgement” within the submitted Response Documents. Failure to do so may subject the bidder to disqualification.
Responses to Questions Submitted
Page 4 of the RFQ states that: “Questions requiring clarification shall be submitted, in writing, to the Purchasing Agent only, by 12:00 PM on Friday, May 9, 2025, to afford the City of Gardner adequate time to respond with correction or additional information prior to the deadline for submission of qualifications.” The qualifications deadline listed on page 1 of the RFQ is also May 9, 2025. Can you clarify if this date is correct or if the date of the proposal should be later than 5/9 to give the City adequate time to respond to questions?
The deadline for questions is stated incorrectly. The deadline for questions to be submitted is 12:00 PM on Friday, May 2, 2025. The deadline for submissions remains the same.
Does the City of Gardner currently have active (or recently expired) on call agreements for these similar services, and if so, which firms are those agreements with?
The City of Gardner has two active agreements for the services that expire on June 30, 2025.
The agreements are with Tighe & Bond and Fuss & O’Neill.
In Section B, the RFQ states that “Questions requiring clarification shall be submitted, in writing, to the Purchasing Agent only, by 12:00 PM on Friday, May 9, 2025, to afford the City of Gardner adequate time to respond with correction or additional information prior to the deadline for submission of qualifications.” However, the RFQ also states that proposals are to be submitted “…no later than 12:00 PM on May 9, 2025.” Is there a revised date for when questions can be submitted or has the proposal submission date being revised?
See above. The deadline for questions has been corrected to May 2, 2025 at 12:00 PM.
