About this file

This is a Question and Answer document from the California State Lands Commission related to RFQ 2025-14 for Commission Meeting AV Services. The solicitation seeks a contractor to provide audio-visual services for hybrid meetings over a three-year contract period. Regular Commission meetings convene at 1:00 PM Pacific Time and typically last between 3 to 5 hours, though duration varies based on agenda complexity and public comment. Contractors must arrive and begin setup no later than 4 hours prior to meeting start time to perform equipment checks and coordinate with Commission staff. The 2026 meeting schedule is available on the Commission's website and is subject to change. No specific number of meetings per month or year is detailed in this Q&A document.

The Commission does not provide a maximum budget or predetermined budget range for this contract. The solicitation uses a value-effective evaluation methodology where both technical qualifications and cost are weighted, with the lowest-priced responsive bid receiving the full 30 cost points available. Bidders are encouraged to submit competitive pricing in the designated cost attachment, as pricing will be a significant factor in award determination alongside technical merit.

No. Question Answer

Does the California State Lands Commission have an allocated maximum budget or budget range in mind for this three (3) year contract?

The Commission does not provide a maximum budget or a predetermined budget range for this contract. This solicitation is being evaluated using a value-effective methodology where technical qualifications and cost are both weighted. Bidders are encouraged to submit their most competitive pricing in Attachment 2, as the lowest-priced responsive bid will receive the full 30 cost points, see RFQ Page 9, Section II Evaluation Information.

What is the typical duration of video coverage during hybrid meetings? What hours of the day do the meetings take place (i.e.

8am to 6pm), how many meetings take place in a day, and how many hours long are each of the meetings?

Most regular Commission meetings officially convene at 1:00 PM PT. Meetings are "gavel-to-gavel," meaning the end time varies based on the complexity of the agenda. A typical meeting lasts between 3 to 5 hours, though some may conclude earlier or extend later depending on public comment and regular calendar items. Per Attachment 9, Sample Standard Agreement Exhibit A Scope of Work, the contractor must arrive and begin setup no later than 4 hours prior to the start of the meeting (typically a 9:00 AM call time for a 1:00 PM meeting) to perform equipment checks and coordinate with Commission staff. For your planning, the 2026 Meeting Schedule (subject to change) can be found on www.slc.ca.gov/meetings/#schedule
