GENERAL INFORMATION

1. INTRODUCTION: This is a non-personal services contract to provide data standardization, data platform sustainment services, database operation, database design, implementation, and support to requests for information. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.

2. BACKGROUND: The mission of the Office of the Secretary of Defense Cost Assessment and Program Evaluation (OSD CAPE) is to provide the Department of Defense (DoD) with timely, insightful and unbiased analysis on resource allocation and cost estimation problems to deliver the optimum portfolio of military capabilities through efficient and effective use of each taxpayer dollar. In achieving this mission, one of OSD CAPE’s primary goals is to provide data driven insight into the costs of major acquisition programs. This detailed analysis enables responsible budgeting and proactive management decisions so that the Department can control cost and achieve savings. In recent years, the DoD and Congress has focused on understanding the costs incurred by weapons systems during the sustainment phase and underlying causes of these cost outcomes. culminating in Congress passing 10 U.S. Code §4325 (Major weapon systems: assessment, management, and control of operating and support costs) which assigns responsibility for “developing and maintaining a database on… actual operating and support costs for major weapon systems” to the Director, CAPE. To meet this congressional requirement, OSD-CAPE awarded contract (HQ0034-20-D-0012) to design, implement, operate, and perform platform sustainment services on the Enterprise Visibility and Management of Operating and Support Costs (EVAMOSC) data system.

This contract serves as the follow-on to that initial EVAMOSC contract (HQ0034-20-D-0012). This follow-on contract will sustain the current EVAMOSC platform while continuing to add additional capabilities, extend data collection to additional services and service source data systems while educating platform users and supporting requests for information, in increments. This Performance Work Statement covers the tasks and objectives for the single award IDIQ that are associated with the overarching EVAMOSC effort.

Task order one (1) manages and maintains the EVAMOSC portal and helpdesk including user engagement, access to the EVAMOSC platform, deployment of training, and support to requests for information from acquisition program offices, service components, and OSD offices. Task order one (1) also include database and data platform sustainment, including the processing of regular and recurring data loads from ingestion into the data platform thru final publishing of data into the EVAMOSC front-end (e.g., tables, dashboards and user interface (UI)). Task order one (1) also includes maintenance of deployed data flows, tables, and dashboard to account for minor revisions made in source data systems and source data system tables, irrespective of the source of data or military service.

Task order two (2) includes data discovery, research, ingestion, standardization, creation or modification of data schemas, data tables, dashboards, documentation, and training to accommodate additional source data from U.S. Army, U. S. Marine Corps, and DoD Forth Estate operated source data systems, irrespective of the military service data contained within the source data systems. Task order two (2) does not include regular recurring updates or maintenance to the EVAMOSC platform associated with U.S. Army, U.S. Maine Corps, or DoD Forth Estate operated source data systems.

Task order three (3) includes data discovery, research, ingestion, standardization, creation or modification of data schemas, data tables, dashboards, documentation, and training to accommodate additional source data from U.S. Air Force and U.S. Space Force operated source data systems, irrespective of the military service data contained within the source data systems. Task order three (3) does not include regular recurring updates or maintenance to the EVAMOSC platform associated with U.S. Air Force and U.S. Space Force operated source data systems.

Task order four (4) includes data discovery, research, ingestion, standardization, creation or modification of data schemas, data tables, dashboards, documentation, and training to accommodate additional source data from U.S. Navy operated source data systems, irrespective of the military service data contained within the source data systems. Task order four (4) does not include regular recurring updates or maintenance to the EVAMOSC platform associated with U.S. Navy operated source data systems.

Task order five (5) manages and maintains the EVAMOSC portal and helpdesk including user engagement, access to the EVAMOSC platform, deployment of training, and support to requests for information from acquisition program offices, service components, and OSD offices. Task order five (5) also include database and data platform sustainment, including the processing of regular and recurring data loads from ingestion into the data platform thru final publishing of data into the EVAMOSC front-end (e.g., tables, dashboards and UI).
