About this file
This document is an Agenda Item Summary Sheet for Keys Energy Services, a municipal electric utility in Key West, Florida, detailing a contract opportunity for barge services during emergency situations. The procurement, identified as Bid 09-25, seeks to award unit price contracts to provide barge services in the event of declared emergencies like hurricanes. KEYS issued a request for proposals for a three-year contract with two potential one-year renewals, receiving four proposals from which they recommend awarding contracts to Adventure Environmental, Inc. and Garner Environmental Services, Inc., the two companies complying with technical specifications and terms and conditions.
The financial impact is currently marked as "TBD" and not budgeted, with potential funding sources including FEMA and state cost-share reimbursement. The contract allows the General Manager & CEO to issue not-to-exceed task orders during emergencies, with task orders to be reported at the subsequent Utility Board meeting. The procurement supports the utility's strategic plan goal of providing reliable electric service exceeding industry standards. All emergency assistance contracts will include specific terms aligned with FEMA Public Assistance Program requirements, and KEYS will rank and activate awarded providers based on bid pricing.
