About this file

This is a Request for Qualifications (RFQ) issued by the Guadalupe-Blanco River Authority (GBRA) for surveying services related to the TX-35 Canal Levee and Goff Bayou Levee in Calhoun County, Texas. The project involves performing a limited field survey to determine existing topography, surface features, and boundary staking across approximately 11,000 linear feet of levee right bank. The survey will be divided into two components: (1) a deed base map and boundary staking, and (2) a topographic survey and orthophoto. Interested firms must submit their Statement of Qualifications (SOQ) electronically via BidNet Direct by Thursday, August 7, 2025, at 2:00 PM CDT. The SOQ should not exceed 20 pages and must include details about the firm's experience, personnel, and approach to the project.

The RFQ emphasizes that compensation for the services will be negotiated after the qualification process is complete, and firms are instructed not to include any fee references in their response. GBRA will evaluate submissions based on compliance with the Professional Services Questionnaire, work plan, personnel experience, and firm experience. The authority encourages submissions from all qualified firms, including Small, Minority, and Women Owned Businesses. The selection process involves reviewing and ranking submittals, with the potential for interviews with the highest-ranked firms. GBRA reserves the right to accept or reject any SOQs and to use any concepts or ideas within the submissions, regardless of whether a firm is selected.
