About this file
This document contains questions and answers related to a Performance Work Statement (PWS) for sewer camera jetting and maintenance services at Hanscom Air Force Base. The PWS requires the contractor to provide all labor, tools, equipment, and materials necessary to perform sewer camera inspection and jetting to identify and address any issues in the sewer system. Key details include:
The contractor will be responsible for jetting the sewer lines, disposing of debris, and then conducting video camera inspections. The contractor may use base fire hydrants with a backflow preventer, but must coordinate access and escorts for work in restricted areas. Prevailing wage rates and environmental training requirements apply. The PWS does not specify the number of manholes to be inspected or provide a bid sheet, but the contractor is responsible for traffic control and any required PPE. The government will not disclose pricing from the previous contract.

| Sewer Camera and Jetting Q/A | |
| Q | A |
| Any areas that are hard accessibility-wise? | For the small amount of work on the airfield side. The Government or MASSPORT will provide an escort. |
| Is there a need for a crowler (tractor camera)? | No |
| Is there adequate crowler accessibility in the manhole or in the trough? | N/A |
| If you are under water and need to vac to get the water down, are there change orders for that? | No change order for this. Contractor will be responsible for pumping/vac. |
| Does it have to be DVDs for electronic reports? | Yes. Electronic reports - DVDs |
| Anything indoors? | No |
| Did you have to line any of the pipes from the last contract? Are the pipes in decent shape? | No. The pipes are in decent shape. |
| Could you please provide hours of operation? | See 1.8. of the PWS |
| Based on the data provided we see that the work is on the airfield. What other restricted/access-controlled areas are invovled? | None |
| Working on airfields and other access-controlled areas usually require escorts and we understand mission takes priority. This impacts effciencies in the field. Could you please provide an outline of what the access control requirements are in general? | For the small amount of work on the airfield side. The Government or MASSPORT will provide an escort. |
| More specifically, will there be a need for airfield driver training? | No |
| More specifically, will the base provide escorts if required? | Yes |
| If we are to provide escorts, what is that requirement? | N/A |
| What are the personnel and vehicle badging requirements? | Personnel will have to pass a backround check and will be provided up to a 30 day visitors pass, allowing access to the Base. Commercial vehicles larger than a van will have to be inspected each time they enter the base. Wait times can be long. |
| Can we leave our vehicles on base at an approved location? | Yes |
| The PWS does not call for monthly or any kind of status update meetings between the contractor and base PM. Will this be required? | The COR will check in daily with the conractor while work is being performed. |
| We plan to provide the Government PM/COR a daily location update via text message so they are able to execute their contract inspection responsibilities. Is this acceptable? | No. In person, phone calls and email will be the preferred method of communication. |
| When the storm sewers are "jetted" and cleaned, where on the base can we place the debris pulled from the storm sewers? We anticipate having screens to catch the debris but let the water continue through. | The contractor shall provide a dumpster for debris. See PWS 1.2.5. |
| If the debris must be disposed off site as regular trash, since we do not expect hazardous materials, what disposal company does the base use so we can reach out to them for dumpster quotes? | The contractor is resposible for finding and providing a dumpster. See PWS 1.2.5. |
| If debris must be disposed of off-base, has the cost of disposal been accounted for in the Current Working Estimate (CWE) that the base developed for this project? This could be an area where there is deviations between contractor proposal and the CWE. | Yes. See PWS 1.2.5. |
| Paragraph 1.16 requires environmental/RCRA training. Tepa Engineering Services does not expect any hazardous materials in the storm sewers and thus does not see the need for this training. Can it be deleted from the requirement? | No |
| We will be flushing the storm sewers and disposing of the material at a site on base as requested in question 5 above. Thus, we do not expect any "spills" in the traditional sense and do not believe Paragraph 1.15 of the PWS is applicable. Recommend deletion of this requirement? | No |
| Is traffic control a requirement? | Yes. Per 1.2.3. of PWS |
| For jetting and cleaning we will need access to water via fire hydrants. Can we use base fire hydrants? | The Goventment will install a backflow preventer on 1 hydrant that can be used by the contractor. |
| Can we open and close the fire hydrants? Or is the base required to? | The contactor can open and close 1 designated hydrant. |
| What are the requirements for use of the fire hydrants (i.e. backflow preventer)? | The Goventment will install a backflow preventer on 1 hydrant that can be used by the contractor. |
| In order to properly execute this task, the team will have to camera the pipe sections first to determine where debris is and the level of effort to clean the debris. Then extricate the camera and clean the pipe section. Once cleaned then reinsert the camera to conduct the assessment. Is this level of effort accounted for when the base developed their CWE? | Evaluate condition of sanitary sewer lines by first jetting the lines between manholes and then video camera the lines. The camera work is done after the pipe cleaning. |
| If no to the previous question, what are the base expectations? This could be one area where the pricing will differ | Evaluate condition of sanitary sewer lines by first jetting the lines between manholes and then video camera the lines. The camera work is done after the pipe cleaning. |
| For work on the airfield, does the base have specific hearing protection requirements or will it be up to the contractor to implement their own requirements? | The Contractor is responsible for all PPE. No specific requirement for work on the airfield, |
| The PWS requires cleaning and inspection of manholes. Yet the PWS does not specify the number of manholes or the bid sheet for this. Could you please provide the number of manholes to be cleaned and inspected? Could you please provide a bid sheet? | The manholes are identified on the Zone Maps. |
| I would like to request a copy of the bid for the current drain cleaning contract that is in place listing each item pricing. | The Government will not be disclosing the previous contract information as part of this requirement at this time. |
