About this file
This document is a Notice of Contract Action (NOCA) from the Air Force Life Cycle Management Center (AFLCMC) at Hanscom Air Force Base, Massachusetts. The NOCA states the government's intent to solicit, negotiate, and award a sole source contract to Dell Federal Systems L.P. to deliver twenty-nine (29) Dell Precision 3680 desktop computers with SAFEBIOS. These computers will replace outdated and out of warranty systems for use in a Sensitive Compartmented Information Facility (SCIF). Dell Federal Systems L.P. is the only U.S. manufacturer that owns the data rights to its SAFEBIOS, which provides additional malware protection. The requirement is for TAA-compliant products. Interested parties may submit unclassified capability statements by May 27, 2024, to the contracting points of contact. The government anticipates awarding a sole source contract under the authority of FAR 6.302-1.

Notice of Contract Action (NOCA) 20 May 2024 Air Force Life Cycle Management Center (AFLCMC), Hanscom Air Force Base, MA Operational Contracting Division.
This is a notice of the Government's intent to solicit, negotiate and award a sole source contract to Dell Federal Systems L.P.
The requirement is to deliver twenty-nine (29) Dell Precision 3680 desktop computers with SAFEBIOS that will be used and operated inside of a Sensitive Compartmentalized Information Facility (SCIF) to replace outdated and out of warranty computers. The products are required to be TAA compliant.
Dell Federal Systems L.P. is the only US computer manufacturer that owns the data rights to their BIOS, called “SafeBIOS.” The requested system employs SafeBIOS and thus affords the USAF additional protections against malware from the start. Malware that attacks the BIOS are not easily detected by the installed antivirus and thus may enable the attacker to maintain persistent access to the system. Computer vendor lack of control or oversight of the BIOS chip and its coding is, problematic and represents an embedded threat before the system is shipped to the user. Controls, such as those employed by Dell, can prevent issues with embedded BIOS malware. Currently the ACE computers approved by the USAF do not exercise control over their BIOS and are more expensive.
The proposed contract action is to procure the specific supply for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested parties may submit unclassified responses (capability statement) to this notice by email to Mr. Paul R. Pollard III at paul.pollard.1@us.af.mil and Mr. Daniel O’Neill at daniel.oneill.2@us.af.mil no later than 27 May 2024. No other communications will be entertained.
This is not a Request for Quote (RFQ) or Invitation for Bid (IFB); The Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information to be solicited. Although “proposal” and “offeror” are used in this Pre-solicitation, your responses will be treated as information only. It shall not be used as a proposal/quote. We anticipate a sole source procurement IAW 10 U.S.C. 2304.
