About this file

This is a Questions and Answers document for RFQ #2024-PZI-1127 issued by Hanscom Air Force Base for Packing and Crating Blanket Purchase Agreements (BPAs) covering the New England region. The Air Force is consolidating 15 existing BPAs that are currently organized by zones defined by counties and states, as a higher Air Force contracting vehicle remains unavailable.

The solicitation is being evaluated as Lowest Price Technically Acceptable with no maximum budget. Previous BPA values ranged from $500,000 to $883,000 with minimum order values of $25,000-$50,000 per order. Current incumbents include A&M Mosca Corp, Mullen Bro's Inc, and Sterling Corp. The work involves three schedules: Schedule I (outbound shipments requiring packing and warehouse storage), Schedule II (inbound shipments requiring warehouse receipt and delivery/unpacking), and Schedule III (local moves within zones including packing, loading, and delivery). Vendors can bid on multiple zones.

RFQ Questions and Answers for Packing and Crating BPAs

The Government has received the following questions in response to solicitation # 2024-PZI-1127. The answers are being provided to all potential vendors to ensure there is no unfair competitive advantage.

1. Q. Who is the current incumbent? If there is an incumbent, could you please provide us with the Solicitation number?

A. Hanscom AFB currently manages 15 separate packing and crating BPAs (Blanket Purchase Agreements) that serve the New England region, organized by zones defined by counties and states.

For the past three years, a higher Air Force vehicle has been expected to assume responsibility for these BPAs, but it remains unavailable. As a result, we are required to extend these BPAs further but not necessarily as 15 separate ones. Since the current period of performance has already exceeded regulatory limits, our only viable option is to establish new BPAs. Below (in answer #2)you will find the contract numbers.

2. Q. Contract Value: We would also appreciate it if you could share the contract value of the previous period?

A. The value for each BPA was unique based on the area/zone it covered. If you can cover multiple zones please bid it that way. Here are three examples from the 15 BPAs:

a. Zone 7: Min $25K per order, Total contract amount (Not to exceed) $883,000.00

Contractor A&M Mosca Corp, Contract # FA2835-17-A-0012

b. Zone 23: Min $50K per order, Total contract amount (Not to exceed) $500,000.00

Contractor Mullen Bro’s Inc of N. Adams, Contract # FA2835-18-A-0013

c. Zones 1, 2, 4, 9, 10: Zone 7: Min $25K per order, Total contract amount (Not to exceed)

$883,000.00, Contractor Sterling Corp, Contract # FA2835-18-A-0014

3. Q. Maximum Budget: Could you please specify if there is a maximum budget allocated for this contract?

A. This is a Lowest Price Technically Acceptable solicitation therefore there is no max budget.

However, from those technically acceptable the vendor with the lowest price will be selected. The Min Max information is stated in the answer to Q2 above. Please bid accordingly.

4. Q. Can you please provide an example of pickup and delivery mileage? Can you share how many total requests is made in a year?

A.

5. Q. Can you please provide volume metrics for all schedules ? I,II, III (Outbound & Local)

Schedule I = outbound shipments; contractor goes to residence, packs, brings back to warehouse for freight hauler pickup.

Schedule II = inbound shipments; freight hauler drops off at warehouse and contractor delivers and unpacks at residence.

Schedule III = local move within zone; contractor goes to residence, packs, loads, and delivers to new residence.
