About this file

This document is a slide presentation from the U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Digital Capabilities Contracting Center of Excellence (DC3oE) for a Quarterly Digital Advance Planning Briefing to Industry (APBI) event held on July 10, 2024.

The presentation outlines the details of an upcoming $10 billion or greater Multiple Award Indefinite Delivery Indefinite Quantity (MA IDIQ) contract for Modern Software Development (MSD) requirements. The MSD IDIQ is planned for release in the 1st Quarter of Fiscal Year 2025, with an estimated solicitation release date of January 2025 and anticipated contract awards in February 2025. The contract will have a 5-year base ordering period and one 5-year option, for a total of 10 years if all options are exercised. The presentation discusses solutions to address issues the government is trying to solve, such as attracting top talent, preventing awards to "paper tigers", speeding task order awards, providing proper incentives, and quickly replacing poor performers. Key features include stacked labor categories, a technical challenge, use of Statements of Objectives, oral presentations, and an "awardable but not selected" pool.

PROBLEM 1 - Rates too low to attract top talent Solution: Stacked LCATs

PROBLEM 2 - Awarding to “Paper Tigers” Solution: Technical Challenge

PROBLEM 3 - Speed to Task Order award Solution: SOO, Oral Presentations, and IDIQ pricing

PROBLEM 4 - Proper Incentives Solution: Expedited Delivery/ Enhanced Performance

PROBLEM 5 - Speed to Replace Poor Performer Solution: Modular TOs and Awardable but Not Selected for Award pool

PROBLEMS MSD IS ATTEMPTING

TO SOLVE

Distribution Statement A- Approved for public release; distribution is unlimited; as submitted under ACC-APG Public Release Authorization 2024-001.

SOLUTION: STACKED LCATS

▪ The Labor Categories on the contract will allow for technical experts with cross-discipline skills, at rates that are competitive with industry for these highly qualified individuals, or “Stacked LCATs”.

▪ Stacked LCATs are reserved for those technical experts that drive their skills cross-discipline and build across the technical stacks to become highly efficient and technically dependable. To qualify for the Stacked LCATs, Contractor personnel must possess demonstrated experience in more than one technical career field discipline.

PROBLEM 1: RATES TOO LOW

TO ATTRACT TOP TALENT

Distribution Statement A- Approved for public release; distribution is unlimited; as submitted under ACC-APG Public Release Authorization 2024-001.

PROBLEM 2: AWARDING

TO “PAPER TIGERS”

SOLUTION: TECHNICAL CHALLENGE

As part of the phased source selection, Offerors who participate in the Technical Challenge will be evaluated on their ability to deliver a product that showcases the offeror’s product development ability and an evaluation of that product.

▪ The technical challenge will last for a set period, with each participating offeror receiving access to an environment and permissions/software to build products.

▪ The evaluation team will assess the offeror’s demonstration of modern software tools and techniques, deployment capabilities, and resilience ability following the goals outlined in Army Directive 2024-02, Enabling Modern Software Development and Acquisition Practices.

Distribution Statement A- Approved for public release; distribution is unlimited; as submitted under ACC-APG Public Release Authorization 2024-001.

SOLUTION: SOO, Oral Presentations, and IDIQ pricing

TO swill be competed utilizing a SOO that will outline the Government’s need.

Offerors will propose a PWS/Agile Development Plan.

Oral Presentations will replace written technical volumes at the Task Order level.

Rates/Pricing established on IDIQ to speed evaluation at TO award.

PROBLEM 3: SPEED TO

TASK ORDER AWARD

Distribution Statement A- Approved for public release; distribution is unlimited; as submitted under ACC-APG Public Release Authorization 2024-001.

SOLUTION: Expedited Delivery/ Enhanced Performance

▪ At the TO level, Expedited Delivery/Enhanced performance incentive CLINS may be established on a FFP basis and payable to the contractor after the completion of a specified interval of work (number of sprints/PIs)

▪ To be paid, the contractor shall meet or exceed the “Very Good” performance standard(s) for all performance metrics selected for the associated interval of work.

▪ The Contractor will not be entitled to payment if the metrics do not meet the minimum threshold of “Very Good”. Cancellation of this CLIN alone will not negatively impact the contractor’s CPARs rating.

PROBLEM 4: PROPER

INCENTIVES

Distribution Statement A- Approved for public release; distribution is unlimited; as submitted under ACC-APG Public Release Authorization 2024-001.

SOLUTION: Awardable Not Selected Pool

The next highest technically rated Offerors during the TO competition will be found Awardable but Not Selected for initial TO award.

All proposals shall be valid for one (1) year beyond the date of award.

Should the Government decide to stop work on any Task Order, the Government OCO may then issue a Task Order award directly to the next highest rated Task Order proposal.

PROBLEM 5: SPEED TO

REPLACE POOR PERFORMERS

Distribution Statement A- Approved for public release; distribution is unlimited; as submitted under ACC-APG Public Release Authorization 2024-001.

4AI/ML & SW DEVELOPMENT MATOC | 10 JULY 2024 Distribution Statement A: Approved for Public Release. Distribution is Unlimited. U.S. Army PRAS-00017-HQ

MATOC Details

• Establish an under $500M MATOC for targeted PEO requirements, MATOC award NLT 4QFY25

• Low barrier to entry on base IDIQ for industry

• TOs / DOs would be limited to $25M or less with a goal TO / DO Procurement Action Lead Time (PALT) <30 days

- Established up front quick turn proposal timelines for vendors (10 days or less) through use of templated documents and limited page counts

- Shorter Period of Performances (PoPs) to facilitate faster awards

• Ability to on / off ramp vendors rapidly

- Establish entrance/exit criteria at base RFP release

- PEO is evaluating on-ramping strategies to potentially include continuous on-ramping or quarterly on-ramp reviews

5AI/ML & SW DEVELOPMENT MATOC | 10 JULY 2024 Distribution Statement A: Approved for Public Release. Distribution is Unlimited. U.S. Army PRAS-00017-HQ

Base MATOC

• MATOC to contain language for support of majority of PEO programs

- Launch of MATOC would see two (2) vendor pools initiated: AI / ML & SW Development Vendor pools would be similar in size to contracts such as ACC-APG’s RS3 contract (estimated ~20-100 vendors)

- Ability to create additional vendor pools in other technical areas as required

- Support a “fail early and pivot” strategy Contain strategies for streamlining awards as well as the transition efforts should a contractor prove to be unsuccessful

Shorter PoPs

6AI/ML & SW DEVELOPMENT MATOC | 10 JULY 2024 Distribution Statement A: Approved for Public Release. Distribution is Unlimited. U.S. Army PRAS-00017-HQ

On-Ramp Strategy
